Position DutiesThe salary range for the Program Manager Classification is $134,490.72 - $174,851.04 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation.
The Parks, Recreation and Neighborhood Services (PRNS) Department is currently accepting applications for Program Manager position with the Capital and Planning Division.
This Program Manager position is responsiblefor managing the Capital Budget and Operations for the Capital Improvement Program Division. The position provides oversight of the PRNS Capital Budget and oversees various funds, including the Park Trust Fund, the Construction and Conveyance Funds, various grants, and FEMO/OES reimbursements. This position is responsible for managing the revenue and expenditure of these different funds and developing the complex budget forecasting and analysis for annual Capital Budget process, including coordination with various stakeholder departments. The position supervises five FTEs who oversee thevarious capital funds and capital grants.
This position focuses on administrative, financial, and budgetary responsibilities within the Capital Division and provides leadership and problem-solving capabilities. This position oversees four Analysts and one Senior Analyst and a five-year capital budget of approximately $400 million in capital funding and revenue. The scope of the oversight includes: 12 Construction and Conveyance Funds, 4 Special Capital Site specific funds, the Park Trust Fund that encompasses over 20 project reserves and 97 open project appropriations. In addition, the position is responsible for all the Capital Grants, including local, state and federal grants as well as the 2017 Flood Federal Emergency Management Agency (FEMA) projects.
This position also oversees the management of all internal and external audits, and coordination with the Budget, Finance, Public Works City Facilities Architectural Services (CFAS), Planning, Building and Code Enforcement (PBCE), and the Council Offices and Parks, Recreation and Neighborhood (PRNS) Executive Staff. This position is an integral part of the Capital Budget process, which has year-round responsibilities, and coordinates with Capital Improvement Program Division staff, Public Works CFAS, and Council Members to scope and develop the new project budgets for council approval.
Minimum QualificationsEducation and Experience: Bachelor’s degree in a closely related field and five (5) years of directly related experience, including two (2) years of supervisory experience.

Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
