    Description

    Performs journey-level real estate work in Appraisal, Acquisition/Relocation, or Asset Management. For Appraisal Responsible for providing appraisal services and administration for the agency in order to meet project delivery schedules timeframes. For Acquisition/Relocation Responsible for providing real estate services and administration for the agency in order to meet project delivery schedules timeframes. For Asset Management Responsible for providing asset and/or property management and administration for the agency in order to ensure that best management practices are followed, transit services are not interrupted, and safety is maintained.

    Performs journey-level real estate work in real property management to support Metro's real estate needs and project delivery.

    Examples of Duties

    • Assists staff with requests for proposals and requisition process regarding real estate activities
    • Inputs requisitions and task orders into the system for processing; updates and maintains the system
    • Updates various real estate matrices, including condemnation and project reports
    • Prepares reports, memos, and other correspondence related to real estate matters, including Notice of Decision to Appraise letters
    • Assists with research and analyses on property transactions
    • Assists senior-level staff with finalization of various documents, including appraisal reviews, leases, and permits
    • Serves as liaison among all parties involved with purchase, lease, condemnation, and relocation activities
    • Attends training classes, both internal and external to Metro, to better understand and keep up to date on real estate and related services
    • Provides guidance and assistance to new or entry-level employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out For Appraisal
    • Assists with the preparation of cost estimates, appraisals, and review appraisals
    • Assists with preparation of appraisal related notices
    • Assists with property research and appraisal related support documents For Acquisition/Relocation
    • Completes non-complex acquisitions and relocations
    • Assists with the preparation of acquisition and relocation documents
    • Assists with escrow and title matters
    • Maintains and catalogues relocation claims and payments to ensure accuracy with names and calculations
    • Works with escrow companies to ensure accurate and efficient closings For Asset Management
    • Assists with preparation of property and asset management related documents
    • Negotiates terms and prepares lease agreements, licenses, and permits
    • Processes rent notices and collections
    • Processes new entries in and updates Financial Information System (FIS)
    • Manage real estate agreements

      May be required to perform other related job duties



    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Real Estate, Business Administration, Public Administration, Economics, Engineering, or a related field

    Experience
    • One year of relevant experience in real estate acquisition, relocation assistance, contracts, or property management within a public sector or corporate environment

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • International Right of Way Association (IRWA) designation preferred

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
    • Experience reviewing and interpreting basic property-related documents such as tax assessor maps, plat maps, or legal descriptions.
    • Experience supporting and coordinating real estate functions involving public agency property, transportation or utility corridors, and other linear asset as part of a project team.
    • Experience assisting with the manageent of real property, applying applicable local, state, and federal laws, rules, and regulations governing real estate activities.
    • Experience preparing, reviewing, or processing agreements such as leases, licenses, or right-of-entry permits.
    • Experience utilizing property management software, accounting systems, and other technology tools to support real estate operations.


    Essential Knowledge

    • Real estate services and/or property management theories, principles, processes, and procedures
    • Real estate transactions and documentation requirements
    • Basic accounting principles and financial information systems
    • Department policies and procedures
    • Applicable local, state, and federal laws, rules, and regulations governing real estate processes and procedures
    • Computer applications, particularly as related to the maintenance and analysis of property information and records
    • Property inspection practices and procedures

    Skill in
    • Computer software, such as Word, Excel, and PowerPoint
    • Real estate specific software, such as LandVision GIS (Geographic Information System) mapping
    • Communicating effectively orally and in writing
    • Reading and interpreting legal documents
    • Preparing contract documentation
    • Analyzing financial data and basic mathematics

    • Analyze issues and recommend solutions
    • Analyze and compile complex data and reports
    • Understand and follow written and oral instructions, procedures, and policies

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Time off with Pay (TOWP)- Compensates employees who are on approved absence from work for reasons such as illness, injury, medical and dental appointments, personal business, vacation, or observance of (a) religious holiday.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
