    CAREER DESCRIPTION

    HEALTH DISASTER PREPAREDENESS PROGRAM SUPERVISOR
    (HCA Program Supervisor II)

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment will establish an open eligible list to fill current and future HCA Program Supervisor II vacancies. This recruitment may also be used to fill similar and/or lower-level positions throughout the County of Orange.

    THE AGENCY

    The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

    THE DEPARTMENT
    Emergency Medical Services (EMS) mission is to plan, coordinate and oversee the highest quality prehospital and emergency medical care in response to individual needs and community crisis. Mutual cooperation, patient advocacy, advanced medical technology, electronic documentation and evidence-based data are the EMS program major strengths.

    HEALTH DISASTER PREPAREDNESS
    The Health Disaster Preparedness (HDP) section is part of EMS division and is responsible for planning HCA’s overall preparedness and response to a potential disaster affecting public health, environmental health, behavioral health or the medical health systems in Orange County. HDP is funded through a variety of federal grants. HDP's emergency preparedness functions consist of all-hazards planning including bioterrorism, pandemic influenza, natural disasters and other County health-related disasters.

    THE OPPORTUNITY

    The HDP Program Supervisor II will work in the HDP section and is funded through the Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) grants. The position is responsible for coordination of the HDP program’s goals and objectives. The HDP Program Supervisor II will be responsible for emergency planning, preparedness, mitigation, response and recovery efforts for HCA. The position will report directly to the HDP Chief and may supervise section personnel.

    Duties and responsibilities include, but are not limited to:
    • Establishes liaison and working relationships with healthcare organizations, health service units, community groups, local municipalities, special districts, County agencies, public, volunteer organizations and State and Federal agencies
    • Assists the program leadership to plan, organize, direct, coordinate and evaluate the activities of the HDP program
    • Supervises staff, consisting of full-time employees, contracted staff and volunteers/interns, assigns and coordinates work; reviews staff performance and provides guidance or recommends corrective action when necessary
    • Manages personnel and projects funded through federal grant programs
    • Prepares and submits budget requests for the HDP program grants, estimates future needs of the program and consults with management on priorities and funding availability
    • Responds to activations of the Agency Operations Center (AOC) or other locations to assist with emergency response and recovery
    • Coordinates, executes and evaluates HDP exercises including participating in exercise design and after-action reporting and improvement planning
    • Develops speeches and presents to community groups, or participate on committees and task forces to share information, build mutual understanding, and encourage collaboration in support of the agency’s goals
    • Ensures that the health care community and stakeholders (e.g. hospitals, ambulance service providers, fire service providers, clinics, long term care, skilled nursing facilities, dialysis centers) are prepared to respond to disasters
    • Recruits, manages and exercises the disaster communication systems (e.g. Disaster Healthcare Volunteer (DHV), California Health Alert Network (CAHAN), Alert HCA and ReddiNet)


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

    The ideal candidate will have four (4) or more years of emergency management experience in disaster preparedness, planning and/or response, including one year in a supervisory capacity.

    Possession of a bachelor's degree in emergency management, emergency services, disaster preparedness, public health, health services administration or a closely related field is desirable but not required.

    In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

    Professional & Technical Expertise
    • Public Health Emergency Preparedness (PHEP), Hospital Preparedness Program (HPP), and Pandemic Influenza (PanFlu) grants, including programmatic requirements and compliance frameworks
    • Possessing statistical analysis skills and creating graphical data visualizations that support planning, reporting, and executive briefings
    • After Action Reports (AARs) and Improvement Plan (IP) development
    • Knowledge of grants administration, claims, submitting grant applications, budget requests, and close-out regulatory requirements
    • Knowledge of major components of an emergency management system
    • Understanding of organization and operations of various government agencies involved in community health and medical health disaster preparedness
    • Comprehension of quality improvement activities
    • Developing plans, policies and procedures to accomplish program objectives
    • Evaluating and analyzing data related to emergency management and disaster preparedness
    • Interpreting laws, rules and regulations governing health facilities
    • Proficiency using common software applications such as Microsoft Word and Excel

    • Collaborating with other public and private agencies to meet needs relating to medical health disaster preparedness
    • Establishing and maintaining cooperative working relationships with clients, medical professionals, peers and managers to achieve service goals
    • Collaborating with HR to support staff development and address performance concerns as needed


    Leadership Skills
    • Providing leadership for Healthcare Coalition of Orange County, Public Health Emergency Preparedness and Hospital Preparedness programs
    • Planning, organizing, directing, coordinating, and evaluating program activity
    • Supervising team operations, assigning responsibilities, and conducting performance evaluations
    • Functioning as both an advocate and informational resource for clinical staff, while motivating staff participation in coalition initiatives


    Oral & Written Communication Skills
    • Communicating effectively and presenting information clearly to both medical professionals and individuals without specialized knowledge
    • Communicating with the public to raise awareness and provide education on disaster preparedness
    • Writing clear and concise professionally formatted reports

    PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS
    Physical Requirements
    Vision sufficient to read standard text, read a computer monitor; speak and hear well enough to communicate clearly and understandably in person, over the telephone and in small groups; independent body mobility to stand, sit, walk, stoop, and bend to access a standard office environment; manual dexterity to use hands, arms and shoulders repetitively to operate a keyboard, and to write.

    Mental Requirements
    Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.

    Environmental Conditions
    Will be required to interact with clients; work in an office environment and/or a secure facility.
