    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Public Safety Telecommunicator Administrator position is responsible for leadership, management, planning, supervision and operation of the Public Safety Communications Center (PSCC), including enhanced 911 (E911), police and fire dispatch. This is a safety sensitive position.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

The Department is responsible for enforcement of State Laws and Westminster Municipal Ordinances pertaining to criminal and traffic issues and to uphold the Constitution of the United States, the State of Colorado, and the Charter of the City of Westminster. The Department is primarily focused on public safety, maintaining peace and order, prevention of crime and the apprehension of criminals.

    • Lead and manage a modern public safety, police and fire communications center

    • Demonstrate knowledge of and familiarity with principles, methods and procedures of modern police, fire and Emergency Medical Dispatch (EMD) application and ability to create and maintain quality assurance
    • Demonstrate knowledge of National Incident Management System (NIMS), to include interoperable communications
    • Demonstrate knowledge of computer terminal procedures for both CCIC and National Crime Information Computer (NCIC)
    • Demonstrate knowledge of Automatic Vehicle Location (AVL) System applications and technology
    • Have a working knowledge of Geographic Information Systems (GIS) and its utilization in CAD systems
    • Demonstrate general knowledge of police and fire field operations
    • Apply principles, methods and procedures of administration, organization, public relations, and personnel management

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities and Tasks
    1. Responsible for the overall leadership and management of the City's Police and Fire Emergency Communications Center including the direction, administration and overall design, configuration and operation of the Computer Aided Dispatch (CAD) system, E911 phone system and oversee the administration and maintenance of the City's radio system:
    • Works cooperatively with the Master Street Address Guide (MSAG) provider on misrouted, incorrect or incomplete ANI/ALI information for the E911 system
    • Works collaboratively with the Information Technology Department, equipment manufacturers and vendors to ensure all equipment and systems are integrated and perform efficiently
    • Assists in diagnosis of problems with the network, office and mobile data computers, E911 and the CAD system
    • Collaborates with the Technical Services Commander for purchase, installation, and management of the radio
    • Ensures compliance with FCC regulations
    2. Works cooperatively with staff from the Police and Fire Departments and other related departments to coordinate and manage the PSCC staffing, training, operational activities, functions and services for assigned personnel:
    • Works to resolve operational, technical and personnel related problems
    • Manages, supervises, appraises, and directs the activities of assigned staff
    • Makes recommendations regarding hiring, discipline and advancement of employees
    • Manages PSCC staff
    3. Develops, implements and maintains policies, procedures, guidelines and protocols which provide for the effective and efficient operation of the PSCC and the delivery of emergency communications services to the citizens of Westminster:
    • Develops and maintains a long-term communications plan
    • Ensures compliance with policies, procedures and laws applicable to the operation of the PSCC, to include Federal Communications Commission (FCC) code and regulations
    • Performs or supervises research on operational policy issues related to communications
    • Generates appropriate reports and statistics
    • Directs the resolution of inquiries, problems, complaints or emergencies affecting availability or quality of services
    • Demonstrates continuous effort to improve operations, decrease call processing times, streamline work processes, and work cooperatively to provide quality, seamless customer service
    4. Provides the atmosphere and tools that allows employees to accomplish duties and attain professional growth
    • Advises, assists, develops, trains and motivates dispatch personnel to attain personal and organizational goals
    • Has overall responsibility for schedules, work assignments and work progress in the PSCC
    5. Develops and manages PSCC budget, tracks and monitors expenditures and allocated funds
    • Initiates and manages Capital Improvement Projects as they pertain to the PSCC
    • Negotiates contracts with selected vendors for the procurement of services and goods
    6. Represents the City in interagency and intergovernmental activities and/or the local, state and federal levels as it relates to emergency communications and services, e.g., the development and maintenance of automatic and mutual aid agreements
    • Collaborates with local educators to facilitate emergency dispatch training curriculum
    7. Maintains regular and punctual attendance
    Other Duties and Responsibilities
    1. Responsible for developing and updating job descriptions for personnel assigned to the PSCC
    2. Maintains knowledge and acquires training to insure that the PSCC is led by a well-informed, educated leader
    3. Continually reviews current systems for operational efficiency while monitoring new developments, improvements and technology in emergency communications
    Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City's discretion

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses and Certifications
    Required :
    • At least five (5) years of supervision of police and/or fire emergency communications center in a jurisdiction with at least a population of 50,000 citizens served
    Preferred :
    • Bachelor's degree in criminal justice, communications, public safety field or related area such as public administration or business administration
    Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    Work is sedentary in nature and requires sufficient physical stamina and strength for:
    • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
    • Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
    • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
    • Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional pushing/pulling of up to twenty-five (25) pounds with dollies and carts

    WORKING CONDITIONS
    Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
    Required Materials and Equipment
    Ability to operate a personal computer, telephone, copier, fax machine and other related general office equipment. In the course of duties may need to wear a headset and monitor E911 radio communications and view several computer monitors.

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
