DescriptionVacancy is in the Housing Division of the Department of Development Services. Under administrative direction, plans, coordinates, and directs a comprehensive city housing program, including housing development and rehabilitation, relocation services, and housing counseling and assistance. Reviews ongoing programs, assigns incoming workload, reviews and evaluates staff productivity, establishes goals, and priorities and sets target dates; plans and implements new programs, procedures, and organizational structures. Formulates and oversees budget, including review of all departmental revenue and expenditures; directs the administration of grant funds and contracts, and the submission of grant applications. Maintains liaison, by responding to inquiries and providing information and services, with various department officials, city, state, and federal governments, the corporate sector, and public and private agencies and organizations involved in housing activities; meets with and advises City Council. Serves as advisor and consultant in lease negotiations with the state government, and to various commissions and groups involved with housing; monitors legislations. Performs related work as required.
This position is in the unclassified service. The incumbent is appointed and reports to the Director of Development Services in accordance with Chapters IV and V of the City Charter . Considerable knowledge of: - Housing markets, property management, construction and rehabilitation, and the mechanics of property taxing and real estate finance.
- The principles and practices of modern personnel management, public administration and budgeting.
- Fundamental research design and statistical methods sufficient to interpret and make decisions based on a variety of housing and related studies.
Ability to:- Communicate effectively both verbally and in writing.
- Plan, coordinate and administer the varied staff, activities and programs of a municipal department.
- Develop and maintain effective working relationships with staff, subordinate administrators, government officials at the local, state and federal levels, a variety of public and private agencies, and the general public.
Qualifications Open to all applicants who meet the following qualifications: Completion of a four (4) year college or university course of study with major coursework in business or public administration, urban planning or a related field, AND ten (10) years of administrative and supervisory experience in housing or public administration in an urban city.
