    Description

    Under general supervision, investigates and enforces codes and regulations relating to solid waste collection, rubbish and weed nuisances, illegal temporary signs, the City’s Fats, Oils and Grease Control Program, National Pollutant Discharge Elimination System permits, and other environmental concerns.

    Essential Functions Include But Are Not Limited To

    • Makes field inspections throughout the City on work performed by the City solid waste collection and weed abatement contractors to determine if the contractor's services are in accord with City regulations and contract requirements.
    • Investigates complaints regarding solid waste collection, abandoned property, illegal temporary signs, and rubbish or weed nuisances.
    • Discusses with residents and property owners the type of services to which they are entitled and explains their responsibility.
    • Cooperates closely in the field with the City solid waste collection and weed abatement contractors, the Fire Department and the County Health Department to prevent and eliminate illegal, unsightly, hazardous or unhealthy solid waste, weeds, litter or storage problems.
    • May assist in the survey, plotting, posting, inspection or calculation of costs involved in the weed abatement program.
    • May assist in the City’s Fats, Oils and Grease Control and National Pollutant Discharge Elimination System inspection programs.
    • Issues notices or citations for violations of the City’s Garbage, Trash and Weeds Ordinance, placing of illegal temporary signs, City right-of-way obstructions and other Municipal Code violations.
    • Keeps up-to-date and accurate records and prepares periodic and special reports. Utilizes current office software applications to prepare reports, spreadsheets and correspondence.
    • Prepares correction notices, reports, and other related documents.
    • Assists and prepares case files for prosecution, administrative or court hearings and may make presentations or testify.
    • Researches codes, rules and regulations for appropriate responses to inspection and code violations.
    • Assists Sanitation Inspector II with sanitation audits.
    • May perform removal of abandoned property such as furniture, trash, or boxes.
    • Ability to deal with the public positively, sometimes under difficult circumstances and confrontational situations.
    • Maintain effective relationships with other employees and the public.
    • Prepares reports and written communications.
    • Performs other functions as assigned.


    Minimum Qualifications

    Three years of experience in work involving public contact, preferably including experience in the field of solid waste collection and disposal; or an equivalent combination of experience and education in code compliance, which provides the desired knowledge and abilities. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
    • Knowledge of: inspection work methods involved in solid waste collection and disposal, and weed and rubbish codes; the solid waste collection codes and ordinances, and the requirements of the solid waste collection contracts; current office software applications such as Microsoft Office Outlook, Word, Excel and Access.
    • Ability to: deal with the public positively, sometimes under difficult circumstances and confrontational situations; maintain effective relationships with other employees and the public; prepare reports and written communication.
    SPECIAL REQUIREMENTS
    • Must possess and retain a valid California Class “C” Driver's License throughout tenure in this classification.
    • Must be willing and able to work irregular hours, including evenings, weekends and holidays, as needed.
    • Must be willing to work outside, under varying weather conditions
    HIGHLY DESIRABLE
    • Successful completion of the California Association of Code Enforcement Officers (CACEO) Academy Basic Module or successful completion of the CACEO Basic Certification Exam is preferred but not required.
    • Bilingual fluency in English and Spanish is highly desirable.

    SPECIAL WORKING CONDITIONS Due to the nature of the work, incumbents must have the ability to: use both hands, arms and legs; sit, walk, stoop, kneel, squat, bend and reach above his/her head; must have the ability to remove abandoned property such as furniture, trash, or boxes; remove cast iron manhole covers weighing approximately 90 pounds. Work may involve exposure to hazardous chemicals.

    Applications will be reviewed by the Human Resources Department. Those applicants possessing the most pertinent qualifications will be invited to continue in the selection process which will include:

    • Written Examination : (Weight of 50%): Tentative August 07, 2025: May include questions on public works inspection procedures; ability to read, understand and interpret codes and regulations; public works inspection methods, materials, and equipment; basic math; and public relations. Candidates need a minimum passing score in order to continue in the selection process and be placed on the eligible list.
    • Writing Skills Examination : (Qualifying) Tentative August 07, 2025: Which will evaluate applicants' ability to properly convey information in writing. The areas that will be evaluated may include English usage and grammar, clarity, conciseness, organization and content, logical progression from one idea to the next, and effective sentence structure. Candidates need a minimum passing score in order to continue in the selection process and be placed on the eligible list.
    • Oral Interview Examination : (Weight of 50%) Tentative August 21, 2025: Will evaluate applicants' experience, training, knowledge, and abilities in relation to those factors which are essential for successful performance on the job. Candidates must receive a minimum passing score of 70% in order to be placed on the eligible list.

    Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list. The Human Resources Department may waive one or more examination components. When one weighted examination component is waived, the remaining section will receive a weight of 100%.
