    Job Details

    Under general direction, plans, organize, direct, and coordinate the day-to-day activities and to supervise staff assigned to the acceptance and disposition of the county’s solid waste at the landfill site; ensures proper compliance with the state and federal regulations for landfill operations; supervises equipment operation and maintenance activities at the county landfill facility; and performs related duties as assigned.

    Minimum Qualifications

    Licensing and Certifications:

    Possession of, or ability to obtain, a valid appropriate valid California Driver’s License.

    Possession of a valid California Class A driver’s license with tank endorsement and a satisfactory driving record.

    Education and Experience:

    Five (5) years of full-time increasingly responsible work in the operation of heavy equipment at a solid waste landfill facility.

    Previous lead/supervisory experience is highly desirable.

    Additional directly related education and/or experience may be substituted.

    LANDFILL MANAGER
    DEFINITION
    Under general direction, plans, organize, direct, and coordinate the day-to-day activities and to supervise staff assigned to the acceptance and disposition of the county’s solid waste at the landfill site; ensures proper compliance with the state and federal regulations for landfill operations; supervises equipment operation and maintenance activities at the county landfill facility; and performs related duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    This is a management level classification. The incumbent is responsible for supervising staff, as well as planning and scheduling operations at the County landfill site for solid waste disposal. In addition, the incumbent oversees and supervises equipment operation and maintenance activities at the County’s landfill site.

    This classification is designated as a Department of Transportation Safety Sensitive position.

    This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general direction from an assigned Deputy Director Public Services I/II - Administration or the Public Services Director. Exercises direct or general supervision over Weighmaster and Solid Waste Heavy Equipment Operator.

    EXAMPLES OF ESSENTIAL DUTIES

    • Manages and coordinates all aspects of landfill site operations, including supervision, planning, development, construction, operations, and inspections, in order to ensure that the landfill is managed in an efficient, effective, and environmentally sound manner.
    • Anticipates potential regulatory changes and develops appropriate plans and best management practices for implementation.
    • Ensures regulatory testing of air, water, and landfill-gas are performed and remain within acceptable parameters.
    • Ensures compliance with all regulations pertinent to the County’s landfill permit.
    • Responds to new regulatory requirements.
    • Effectively and efficiently resolves compliance issues.
    • Participates in the selection of staff; supervises, trains, and evaluates the work of assigned staff.
    • Assists with developing and implementing department goals, objectives, and policies.
    • Maintains professional working relationships with consultants, contractors, the public, and regulators.
    • Assists in balancing both internal and external stakeholder interests.
    • Assumes primary responsibility for minimizing operational costs while maximizing productivity through analyzing and improving processes, procedures, and performance.
    • Directs and builds refuse cells in the landfill to ensure proper solid waste disposal.
    • Directs and builds slopes and needed access roads with proper drainage to ensure clean water, safe passage, and no off-site leachate runoff.
    • Inspects and operates pumps and a Class II leachate pond.
    • Develops and implements programs related to preventive maintenance and repair of equipment and the landfill facility.
    • Plans, schedules, and maintains records of vehicle and equipment use and waste disposal.
    • Provides safety training to staff.
    • Advises other management staff regarding solid waste disposal.
    • Prepares reports regarding solid waste disposal activities.
    • Assists with the development and administration of the solid waste budget.
    • Serves as a liaison with other County departments and state and federal agencies regarding proper disposal of refuse and leachate control and disposal.
    • Requisitions materials, equipment, and supplies, maintaining proper inventory levels for site operation and maintenance.
    • Prepares reports regarding landfill site operations and crew activities, including reports regarding the use of materials, supplies, and equipment.
    • Operates various heavy-power-driven maintenance, construction, and repair equipment as needed to maintain site services and operations.
    • Performs related duties as assigned.
    MINIMUM QUALIFICATIONS
    Knowledge of:
    • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
    • Principles and practices of leadership.
    • Operations and maintenance of a landfill facility.
    • Laws, ordinances, rules, and regulations applicable to solid waste disposal.
    • Operation and maintenance requirements of disposal/collection/transfer vehicles and heavy equipment, including state and federal inspections programs.
    • Safe work practices and safety regulations, including OSHA regulations.
    • Principles, methods, and procedures of budget development, expenditure control, and fiscal administration.
    • Customer service principles and techniques.
    • Written and oral communications skills.
    • Proper English spelling, grammar, and punctuation.
    • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.
    • Principles and techniques for working with groups and fostering effective team interaction.

    Ability to:
    • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
    • Assist in developing and implementing goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned area(s) of responsibility.
    • Plan, organize, supervise, and manage the landfill site operation and maintenance functions.
    • Read, understand, and apply new and existing laws, ordinances, rules, and regulations applicable to solid waste disposal.
    • Inspect equipment and estimate the extent of priority and cost of needed repairs.
    • Prepare, compile, and present operations, maintenance and repair reports, and other information.
    • Effectively represent the Public Services Department and the solid waste program in responding to inquiries, providing assistance, and dealing with the public.
    • Operate heavy power-driven equipment.
    • Develop and administer budgets and/or grants related to assigned areas of responsibility.
    • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
    • Communicate effectively both orally and in writing.
    • Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks.
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

    Licensing and Certifications:

    Heavy Work: Exerting 50 to 100 pounds of force occasionally, and/or 20 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects.

    Positions in this class may require local and statewide travel as necessary.

    Disaster Service Workers: As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.

    RETIREMENT - County employees are members of the California Public Employee Retirement system (CalPERS).CalPERS provides a defined benefit pension at retirement for County employees.The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification.     HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.

    VACATION ACCRUAL may be adjusted for current city or county government employees.

    VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.

    SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.

    HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.

    SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.

    SOCIAL SECURITY - County employees participate in Social Security.

    CALIFORNIA STATE DISABILITY INSURANCE - SDI is available to some County employees.

    DEFERRED COMPENSATION PLANS and CREDIT UNION MEMBERSHIPS are available to County employees.

    LOCATION AND SIZE

    Lake County is in Northern California, north of the San Francisco Bay Area.

    HISTORY

    Clear Lake is said to have been formed more than 2 million years ago. Mt. Konocti formed gradually through a number of volcanic episodes. Pomo Indians settled the area over 10,000 years before Spanish soldiers arrived in 1821. By the mid 1800s, the area was being settled by pioneers and Europeans. After being part of Mendocino, Colusa, and Napa counties, Lake County was formed on May 20, 1861. The county’s name derives from the many lakes in the area, most prominently Clear Lake.     Kelseyville Pear Festival
    Held every year on the last Saturday in September in the quaint town of Kelseyville, the event features pear activities and pear packing competitions, cooking demonstrations and pear tastings, quilt show, arts and crafts, fine art show and sale, children’s activities, mule-drawn wagon rides, food, antique tractor exhibit, live music, a parade, and the “Pear Pavilion.” Lake County is the largest supplier of premium fresh pears in California.
