    The Information Technology Services Division is filling two Programmer Analyst II positions to support the Customer Service Division. The positions will be located at JFB, 111 N. Hope St., 10th Floor, Los Angeles, CA 90012. The available hours is 5/40 or 9/80 with a start time between 6:30am to 8:00am. The duties of the position includes, but are not limited, to the following:

    • Coordinates with users on the design, programming, configuration, and maintenance of the ladwp.com content management system, portal, and integration to critical corporate systems, such as the Customer Relations Managements System (CRM), Customer Care and Billing (CCB), electronic bill pay, customer access management system, OnDemand billing document system, and other related systems. Organizes the effort for specifications and documentation for the maintenance of current systems and for future upgrades. Participates in discussions with other application owners and business users to develop interfaces and related business process workflows. Coordinates configuration changes, system upgrades, interfaces, and regular maintenance.
    • Codes and debugs applications enhancements and fixes. Prepares for and conducts system migrations, upgrades, and new installations. Conducts unit and regression testing. Designs and develops changes based on user requirements. Uses tools and techniques to research and analyze data.
    • Other related duties as assigned.


    A valid California Driver's license is required and must be maintained during the course of employment. Overtime and some travel may be required.

    Candidates will be evaluated on the following work related skills, knowledge, and abilities:

    • System development concepts and procedures.
    • Knowledge and programming experience developing, testing, and maintaining applications in Windows and Linux environments with programming languages such as C#, Oracle PL/SQL, JavaScript, Visual Studio, HTML, PHP, CSS.
    • Knowledge and experience with Oracle and SQL Server databases, report tools, and Data Analytics tools.
    • Knowledge of web development within the Drupal CMS technology stack.
    • Knowledge of system integration using Web Services (SOAP, XML, REST API).
    • Knowledge and experience in supporting/administering packaged systems; programming knowledge in building interfaces between systems.
    • Skills in system analysis, program debugging, system problem resolution, and production system support.
    • Oral, written communication, and interpersonal skills
