    Marin County Community Development Agency: The Community Development Agency (CDA) has a long history of innovation and leadership. CDA is a multifunctional agency shaping many aspects of environment and communities, organized into five mission-oriented divisions: Planning, Building and Safety, Environmental Health Services, Housing and Federal Grants, and Sustainability.     ABOUT THE POSITION

    Flex recruitment:
    There are currently two (2) Building Inspector I/II vacancies in the CDA: Building & Safety Division. Candidates will be considered for the level they meet minimum qualifications.

    Hybrid schedule:
    CDA has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    The entry level Building Inspector I duties include responding to customer requests for field inspections to determine compliance with approved plans, applicable building standards, local ordinances and CDA policies.

    In addition to the duties of the Building Inspector I, the journey level Building Inspector II works with considerable independence in carrying out inspections and may also function as a specialist to advise other members of the staff in terms of one of the four technical areas of electrical, plumbing, mechanical, or structural.

    ABOUT YOU

    Our highly qualified candidates have:

    Demonstrated experience as being a progressive problem solver who are comfortable working independently, have prior construction experience, and possess a California State issued (current or expired) contractor’s license. These individuals are innovators with the ability to assess situations, apply proper analysis, interpret applicable laws and regulations, and resolve each situation appropriately. In addition, our ideal candidates possess excellent communication and skills in code related subject matters, will bring fresh thinking to assist Community Development Agency efforts in developing building permitting programs that engage the Marin public, and support success in achieving healthy, safe, and sustainable communities.
    Further ideal candidates possess knowledge of state and local building laws and ordinances applicable to existing and new construction, materials and methods used in all phases of construction, English language usage, spelling, grammar, and punctuation, and arithmetic and basic mathematical calculations; skill in communicating effectively with coworkers and the public, effective use of technology in all phases of the permit process, and standard construction inspection techniques; ability to read and interpret construction plans and blueprints, and enforce applicable building codes and standards, inspect building and construction sites for conformance with the approved plans and applicable laws, codes, standards, and county policies, and prepare correction letters and inspection reports.

    QUALIFICATIONS

    Knowledge of:
    • California Building, Plumbing, Electrical, Mechanical and Energy Codes.
    • County Code and Community Development Agency programs and policies.
    • Construction and community development terminology.
    • Methods and materials used in all phases of building activity.
    • Appropriate safety and fire prevention methods in construction


    Ability to:
    • Use tact and good judgment in dealing with the public and in maintaining effective working relationships with property owners, contractors, construction and other personnel.
    • Inspect building sites for division standards.
    • Read blueprints and construction drawings.
    • Interpret and apply codes, laws, rules, ordinances and policies.

    MINIMUM QUALIFICATIONS

    Education and/or experience equivalent to one of the following:

    Building Inspector I
    • International Code Council (ICC) certification in two or more of the following classifications: Residential Building Inspector, Residential Plumbing Inspector, Residential Mechanical Inspector, Residential Electrical Inspector; or
    • Four years of residential construction experience; a college degree in a construction related subject or building inspection program may substitute for one year of the experience; or
    • One year as a licensed general contractor.

    Building Inspector II
    • International Code Council (ICC) certification for a California Residential* Combination Inspector; or
    • One year of experience equivalent to a Building Inspector I for a governmental agency.

    *Does not require Commercial certifications

    Certificates and Licenses
    Building Inspector II: CASp Certification is highly desired. As a condition of employment, California Health and Safety Code Section 18949.28(a) requires that a Building Inspector must obtain certification in the appropriate fields that are closely related to their primary job function by a recognized state, national or international organization within two years of employment. Not obtaining a Combination Inspector Certification or equivalent within two years of employment may result in termination.

    Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
