    This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Regional Transit Agency.     *Position to receive a 4% Cost-of-Living salary increase effective 06/29/25.

    Typical Duties

    DUTY SAMPLE
    • Coordinate the organization, staffing, and operational activities for fixed route, ADA paratransit, and demand response operations.
    • Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures; ensure the most efficient and effective delivery of services.
    • Establish schedules and recommend methods for providing fixed route, ADA paratransit, and demand response operations including overseeing and reviewing timelines and schedules; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
    • Direct, coordinate and review the work plan for assigned transit operations services and activities; assign work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
    • Oversee fixed route, ADA paratransit, and demand response operations including all transit safety programs; ensure compliance with applicable federal and state laws and regulations. Supervise staff preparation for audits/inspections conducted by federal and state audit officials.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:
    • Completion of the twelfth (12th) grade. GED, or equivalent.

    Experience:
    • Four (4) years of experience in public transportation operations, grant development and administration or a closely related field.

    Equivalencies for Experience:
    • Additional education as outlined above may be substituted for the experience on a year-for-year basis.

    Knowledge of :
    • Operational characteristics, services, and activities of transit operations.
    • Principles and practices of public transportation operations.
    • Principles and practices of program development. Methods and techniques of evaluation transit operations and activities.
    • Methods and techniques of developing operational procedures, rules, and regulations.
    • Principles of transit passenger and employee safety.

    Skill/Ability to:
    • Analyze documents reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
    • Analyze highly technical problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Read, interpret, explain, and apply laws, rules, regulations, policies, and procedures.
    • Research and analyze program administration problems; make sound policy and procedural recommendations. Prepare and administer grants. Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with co-workers and peers. Exercise sound judgment throughout the course of performing work duties, especially when handling sensitive information or interacting with difficult clients.
    • Maintain confidentiality of all business information and materials. Use patience, tact, and courtesy in dealing with the community, and co-workers. Prepare reports and compile statistical data. Maintain operational compliance with local, state, and federal transit regulations and laws.

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
