    Senior Crime Analyst
    Police Department
    Full Time, 12 Months
    Exempt, Pay Grade 35

    Job Summary/ Objective:

    The Senior Crime Analyst will primarily provide support and analysis for the Office of the Chief of Police. Under general direction, the Senior Crime Analyst performs complex analyses which leverage data for strategic decision-making. The Senior Crime Analyst will serve as the lead analyst on projects that are short and long term and will represent the department as the data expert. This position will provide data-informed recommendations for process improvement, budget management, project management, policy development, grant application, staffing allocation, and performance metrics.

    Supervisory Responsibilities:
    Will exercise direct and general supervision over the Crime Analyst I.

    Essential Functions:
    • Prepare comprehensive reports and presentations translating complex data into actionable insights.
    • Support or lead administrative projects, which may include planning, coordinating resources, tracking progress, and communicating with stakeholders.
    • Leads COMPSTAT presentations and discussions - including regional COMPSTAT efforts.
    • Assists in the preparation of the budget.
    • Contributes to the development of policies and procedures related to crime analysis and reporting.
    • Developing and tracking performance metrics for administrative operations to monitor progress and identify opportunities for improvement.
    • Supervise junior crime analyst(s), fostering professional development.
    • Establish and maintain working relationships with federal, state, local and community stakeholders.
    • Manage the calendar of the Chief of Police.
    • Attend trainings & stay abreast of the latest technologies related to the job.

    Competency: Knowledge/ Skills/Abilities:
    • Proficiency in advanced analytical techniques such as statistical analysis, predictive analysis, geospatial analysis, social network analysis, text analysis, crime pattern analysis and data mining.
    • Significant knowledge with criminal theory and practice, investigating techniques, intelligence development around criminality of individuals or groups.
    • Proficiency using Microsoft Office (Excel, Access, Word, Publisher, PowerPoint, Teams), statistical application programs, relational database, linking software, mapping software (ArcGIS), graphics software, record management programs, charting software, and other analytical programs. Knowledge of Open-Source Intelligence (OSINT) and how to apply information to criminal investigations.
    • Demonstrates exceptional critical-thinking and problem-solving skills. Uses logic and reasoning to understand, analyze, and evaluate situations and use good judgment to render decisions.
    • Excellent written and verbal communication skills.
    • Ability to work collaboratively with diverse teams and community stakeholders.
    • Use time productively and efficiently. Able to prioritize and manage competing assignments and deadlines. Requires minimal supervision to stay on task.

    Required Education and Experience:
    • Bachelor Degree in Research Methodology, Police Science, Criminal Justice, Data Science, or related field.
    • Minimum of five years’ experience working for a law enforcement agency as a department analyst (or equivalent position) with at least two years in a senior or supervisory role.
    • Professional certificate in the field of analysis (CLEA preferred).
    • Demonstrated proficiency in the principles of administrative analysis with thorough knowledge of tactical and strategic analysis, as well as, demonstrated proficiency with statistical and analytical software.

    Preferred Qualifications/Certifications:
    • Master’s Degree
    • Supervisory experience

    Physical and Mental Requirements:
    • Works typically in an office setting with occasional travel.
    • Light lifting of office items up to 30 pounds.
    • Frequent keyboarding using a standard personal computer.
    • Frequent contact with officers and others related to law enforcement for the review and dissemination of crime data.
    • Crime data may describe graphic and disturbing criminal acts.

    Remote Work:
    This position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.

    Salary Range:
    The hiring range for this position is $84,917 - $93,855 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
