    Description

    The preferred individual will provide leadership in overseeing and directing a comprehensive Human Resources department of 28 exempt and non-exempt employees serving an employee population of 2,400 regular employees and 200 part-time/temporary employees.

    COMPENSATION

    The salary range for the Human Resources Director is dependent on the experience and qualifications of the selected individual, with the range being from $120,161 to $157,393 annually.

    Duties and Responsibilities

    The successful individual will possess as a minimum a Bachelor’s degree in Human Resources, Public Administration with a human resources exposure or a closely related field. A Master’s degree in Human Resources, Public Administration or Labor Law is preferred. IPMA-SCP and/or SHRM-SCP are preferred.

    The ideal candidate should possess at least 15 years of directly related work experience with at least 8 years in a supervisory/management capacity with an employee population of over 500. Also preferred are:

    Complete and thorough knowledge of all Human Resource disciplines including employment, employee relations, HRIS, compensation, training and development, benefits; ? Extensive knowledge of applicable federal, state and local laws and regulations to ensure compliance and minimize exposure;

    Excellent interpersonal skills; excellent strategic planning, organization, management and time management ability; excellent presentation skills, both verbal and written; excellent team building, coaching and negotiating skills;

    Leadership, project management, and problem solving skills;

    The ability to analyze situations and data and respond appropriately;

    The ability to multitask and reprioritize on short notice;

    Uses sound professional judgement;

    Demonstrated ability to work effectively with all public sector levels, including elected and appointed officials.

    Minimum Qualifications

    The successful candidate will be an expert in Human Resources in the public sector with extensive knowledge of applicable statutes, rules and policies. A strong emphasis is placed on human resource director level experience in local government with a successful history of administering benefits, retirement, and employee relations while complying with and enforcing applicable federal and state employment laws.

    The new Human Resources Director will be a driven leader with proven strategic vision and the energy to proactively implement changes to support the overall needs of the department and the County. Through positive communications, will build unity and ensure collaborative relationships within the department and among the organization. The new Human Resources Director will be passionate to serve the County and focused on ensuring the department provides excellent service. The new Human Resources Director will possess a strong history of resilience and accomplishments in the human resources field.

    Plan, organize, direct and manage, directly and/or through subordinate supervisors, the Human Resource functions of Charleston County including recruitment, selection, classification, compensation, personnel transactions and records management, HRIS, equal employment opportunity, affirmative action, employment opportunity, employee relations, employee training, health and well -being, and benefits administration;

    Develop, implement and interpret human resources policies, programs, and procedures;

    Consult with and advise managers and supervisors of their human resources management responsibilities and the application of County personnel policies, standards, and procedures;

    Develop and implement operational change to support strategic goals, respond to legislative change and improve efficiency/ effectiveness of the department;

    Develop and conduct in-depth research projects and prepare concise reports and/or verbal recommendation on complex issues as well as make formal verbal and written presentations;

    Effectively and professionally communicate with people of diverse levels of responsibility under difficult situations;

    Respond quickly to changes in planning, high volume work and/or conflicting demands as well as work collaboratively to develop

    both individual objectives and County-wide policies and procedures;

    Foster a team approach to duties and responsibilities with an emphasis on quality;

    Identify and address departmental issues fairly and objectively, as they arise.
