    CAREER DESCRIPTION

    Procurement Buyer Trainee

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:

    Effective June 27, 2025 - 4.00% increase

    OPEN TO THE PUBLIC
    This recruitment will establish an open eligible list that will be used to fill current and future Procurement Buyer Trainee vacancies.
    The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE OPPORTUNITY
    The County of Orange - has an exciting opportunity for a Procurement Buyer Trainee. Under supervision, the incumbent will perform specific buying tasks in the purchase of various types of services, supplies, and equipment; assist Procurement Buyers in obtaining quotes, tabulating, and analyzing procurement requests and bid information; ensure orders are timely delivered, resolve invoicing issues, process requisitions, and complete other work as required.

    Special note: There is no permanent status in this entry-level class. Incumbents who are successful in this fifty-two-week probationary period will be eligible to be considered for a Procurement Buyer. Those who are not successful will not pass probation.

    DESIRABLE QUALIFICATIONS
    The ideal candidate will possess experience and knowledge using CAPS+, CAPS+ Data Warehouse, OC Expediter, and the various Microsoft Office programs. In addition, a current County of Orange issued Deputy Purchasing Agent (DPA) certificate is required within the first month of hire.

    Technical Expertise
    • General knowledge of basic modern office skills and record keeping systems
    • Ability to learn how to perform buyer tasks
    • Ability to read and respond to correspondence
    • Demonstrating computer skills to use Microsoft Office products including Outlook, Word and Excel
    Verbal | Written Communication Skills
    • Understand and follow detailed oral and written directions
    • Discuss prices, terms, and conditions with suppliers
    • Read and interpret both general and technical information
    • Establish effective communication with peers, suppliers, management, and internal and external customers.
    • Maintain accurate records and prepare various types of documents.
    Problem Solving and Decision Making
    • Exercise independent judgment
    • Maintain positive working relationships
    • Assist in research and analyze situations, for effective actions
    • Assist in resolving problems between suppliers and the County of Orange

    NOTE: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Evaluation Services (N.A.C.E.S.).

    RECRUITMENT PROCESS
    Human Resource Services (HRS) screens all applications to identify the qualified applicants for the position based on the minimum and desirable knowledge, skills, and abilities. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    Structured Oral Interview | SOI (Weighted 100%)
    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
    ELIGIBLE LIST
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
