    Full-time position available with the General Services Department, Facility Services Division, located at 414 E 12th St.
    Starting Salary: $5,794/monthly
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. *Telework schedule available after 6-month probationary period completed

    Responsibilities

    The Energy Manager is responsible for developing, implementing, and managing citywide energy management programs and strategies focused on reducing energy consumption, lowering utility costs, increasing energy efficiency, and promoting sustainability across municipal buildings and operations. This role will support Kansas City's goals related to climate action, operational efficiency, and long-term cost savings.

    Key Responsibilities:
    • Develops and executes a comprehensive energy management strategy for city-owned facilities, aligning with KCMO's sustainability and climate goals.
    • Monitors and analyzes energy usage, utility billing data, and building performance trends across departments.
    • Identifies and prioritizes energy efficiency projects, renewable energy opportunities, and conservation measures.
    • Leads and coordinates energy audits, retro-commissioning, and benchmarking initiatives.
    • Collaborates with departments (e.g., Public Works, Water Services, Aviation) to implement energy-saving measures and ensures alignment across city operations.
    • Evaluates energy procurement strategies, including renewable energy purchasing and utility rate optimization.
    • Prepares and manages reports, including greenhouse gas inventories, ENERGY STAR Portfolio Manager entries, and grant-related documentation if applicable.
    • Assists in the design and implementation of capital improvement projects involving HVAC, lighting, controls, and energy systems.
    • Identifies and pursues local, state, federal, and private sector grants or incentives related to energy improvements.
    • Serves as a subject matter expert on energy policy, green building standards (e.g., LEED), and emerging technologies.
    • Engages vendors, consultants, and utility representatives to advance energy initiatives and performance contracts.
    • Supports employee training and awareness campaigns on energy conservation practices.



    Qualifications

    REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, organizational/development psychology, project management/or geography and 3 (OR an accredited Bachelor's degree and 5) years of professional experience in corporate/municipal finance, research, accounting planning, project/program management, or geographical information systems analytics. Preference given to those with one of the following: certified as a Certified Energy Manager (CEM) or similar credential, familiar with municipal operations, energy performance contracting, and energy codes, experience with building automation systems (BAS), energy modeling, or utility rate structures, proficient in Microsoft Excel, Energy Star Portfolio Manager, or energy analysis software, possess strong analytical and problem-solving skills, project management and budgeting experience, ability to communicate effectively across technical and non-technical audiences, possesses commitment to sustainability, equity, and continuous improvement, or possesses knowledge of applicable local, state, and federal energy regulations.

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
