    What We Offer

    The County of Ventura offers an attractive compensation and benefits package that includes:
    • Educational Incentive: Completion of an associate degree (2.5%), bachelor's degree (5%), OR graduate degree (7.5%) not required for the position.
    • Annual Leave/Accruals Redemption: A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service and has the ability to "cash in" or redeem up to 100 hours of Annual Leave per year after taking 80 hours in the preceding 12 months.
    • Deferred Compensation: 401(k) Shared Savings Plan and/or Section 457 Plan, with up to a 3% match on your 401(k) contributions.
    • Health Plans: You are afforded an annual flexible credit allowance of up to $25,558 for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental and vision care expenses.
    • Pension Plan: Both the County and you contribute to the County's Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
    • Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
    • Holidays - 12 paid days per year, which includes a scheduled floating holiday.


    The Sustainability Division

    The County Executive Office’s Sustainability Division includes local government staff as well as staff who work jointly for the local government and regional initiatives. The Sustainability Division works on a variety of issues including coordination of the County’s implementation of the County of Ventura’s Climate Action Plan and various grants in support of the Division’s mission.

    The Sustainability Division is the Program Administrator of the Tri-County Regional Energy Network (3C-REN) which is a partnership between the Counties of San Luis Obispo, Santa Barbara and Ventura established to deliver energy-saving programs and industry trainings that help reduce energy use, strengthen local job markets, and support efforts to achieve climate goals. For households and businesses. 3C-REN incentivizes energy-saving upgrades, with an emphasis on hard-to-reach and underserved communities. For industry, 3C-REN offers capacity-building services including workforce training and technical code support.

    Additionally, the Sustainability Division administers the Ventura County Regional Energy Alliance (VCREA), a Joint Powers Authority composed of public agencies working in collaboration to address good energy stewardship and sustainability practices in the region. VCREA coordinates and assists public agencies, including local jurisdictions, schools, and special districts, as well as businesses and residents of Ventura County to best utilize the many resources available to achieve the goal of creating a more sustainable future for the entire region. VCREA’s aims to serve as a one-stop-shop for residential, commercial, and municipal energy efficiency resources.

    The Position

    Under general direction, this Sustainability Program Administrator supports Sustainability programs, including 3C-REN’s Building Performance Training program. They work with other County departments and divisions to assure that the various climate and energy-related programs follow all county policies and procedures. This position will perform project development and project management tasks; support program and initiative monitoring, reporting and evaluation; coordinate administrative tasks in the areas of fiscal, business technology, strategic planning, and other program administration disciplines; and ensure compliance with funding agreements, contracts, and grants. This position also identifies emerging trends, potential challenges and new opportunities for the Sustainability Division.

    The ideal candidate will have a Bachelor's and/or Master's degree in administration, project management, sustainability, government, or other related field; have knowledge of program administration best practices; is a detail-oriented professional with superior to excellent organizational, time management, interpersonal and communication skills; is able to multi-task, and has experience in the implementation of programs. This person will also be a team player and will demonstrate political acumen when dealing with various stakeholders and representatives.

    Payroll Titles and Approximate Annual Salaries

    Program Administrator II: $80,699.941 - $112,990.97

    Program Administrator III: $84,487.04 - $118,293.47

    Senior Program Administrator: $94,925.15 - $132,946.07

    NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

    Program Administrator II/III/Senior are Management classifications and are not eligible for overtime compensation.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Develops and implements workforce development program strategies including work plans, goals, objectives, policies and procedures demonstrating knowledge in construction technology, career placement, apprenticeship and pre-apprenticeship.
    • Performs administrative tasks in the areas of fiscal, business technology, strategic planning, and other program administration disciplines.
    • Develops and manages the execution of consultant contracts to support workforce development program goals; develops contract scopes and budgets, facilitates routine check-ins and ensures contract requirements are met.
    • Prepares or updates program process manuals.
    • Designs and develops outreach materials, including websites, social media, and newsletters; maintains and updates web content and mailing list communications
    • Develops an understanding of building science principles, building decarbonization/electrification technologies and appliances, and building performance based certifications to incorporate into program development.
    • Tracks and applies for federal, state, and local grant opportunities to advance programs in workforce development and building scienced principles.
    • Prepares and presents staff reports and other correspondence to a variety of committees and boards.
    • Represents the County at countywide public outreach events, workshops, and advisory committees focused on workforce development such as workforce development boards, agencies, unions and economic development organizations.
    • Collects, analyzes, and reports on data related to program participation, workforce development, building science principles or other program performance metrics.
    • Develops projects and manages project tasks to ensure compliance with funding agreements, contracts and grants.
    • Performs other related duties as required.


    Typical Qualifications

    These are the entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING and EXPERIENCE

    Any combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities (KSAs).

    Possession of the required KSAs may typically be demonstrated by one of the following combinations of education and experience:

    Possession of a Bachelor's degree from an accredited college or university in sustainability, engineering, architecture, or construction management/technology or a closely related field

    AND

    full-time experience in program planning, development and administration including establishing priorities and meeting competing deadlines and objectives.

    Program Administrator II: Two (2) years of recent, paid and highly related experience

    Program Administrator III: Three (3) years of recent, paid, and highly related experience

    Senior Program Administrator: Five (5) years of recent, paid, and highly related experience

    Education/Experience Substitution

    Additional experience may substitute for a bachelor's degree for up to four (4) years.

    NECESSARY SPECIAL REQUIREMENTS

    Possession and maintenance of a California driver license

    Proficiency with MS Outlook, Word, Excel, PowerPoint, Teams, Outlook, Project Management Tools

    Skilled in:
    • Public speaking
    • Maintaining a variety of reports and documentation related to program activities
    • Strategic planning, leadership, and delegation skills

    Experience with:

    • Community outreach

    • Establishing and maintaining effective working relationships with a variety of stakeholders representing diverse cultures and backgrounds

    DESIRED

    Bachelor's and/or master’s degree in administration, sustainability, engineering, architecture, or construction management/technology or a closely related field

    Some proficiency with WordPress, Salesforce, Constant Contact, Canva, and Asana

    Familiarity with Regional Energy Networks (RENs), Investor-Owned Utilities (IOUs), Community Choice Aggregators (CCAs), and the California energy efficiency program landscape

    Experience with:
    • Developing and implementing Sustainability programs demonstrating knowledge of California sustainability, climate, energy efficiency, building decarbonization or other energy issues
    • Developing and implementing workforce development programs demonstrating knowledge in construction technology, career placement, apprenticeship and pre-apprenticeship
    • Collaborating with workforce development stakeholders such as workforce development boards, agencies, unions and economic development organizations
    • Collaborating with state and local climate agencies, such as California Air Resources Board, California Public Utilities Commissions, and the California Energy Commission
    • Building science principles, building decarbonization/electrification technologies and appliances, and building performance-based certifications (i.e. Passive House, Building Performance Institute, LEED, and Living Building Challenge)


    Knowledge, Skills, and Abilities

    Working knowledge of: energy and sustainability program development and implementation; principles and practices of program planning, development, administration and evaluation; Sustainability Division organization, regulations, policies and procedures; California sustainability, climate, energy efficiency; building decarbonization or other energy issues addressed by state and local climate agencies, such as California Air Resource Board, California Public Utilities Commission California Energy Commission, Regional Energy Network, investor-owned utilities, and Community Choice Aggregators; workforce development programs including construction technology, career placement, apprenticeship and pre-apprenticeship; building science principles including construction, decarbonization, and electrification technologies and appliances; terminology used in assignment; developing, analyzing and monitoring program grant proposals; modern office procedures, methods, and equipment including computers; project management principles.

    Intermediate proficiency with software packages including word processing, spreadsheets, databases, project management tools, modeling, mapping, emission and benchmarking tools, such as Word, Excel, PowerPoint, Teams, Outlook, WordPress, Canva, Asana, Salesforce and Constant Contact.

    Skilled in: leadership including strategic planning and delegation of responsibilities; operation and use of modern technology including computers, tablets, smart mobile devices; written and oral communications; public speaking; community outreach; maintaining a variety of reports and documentation related to program activities.

    Ability to: understand, interpret, and apply policies and procedures, including administrative, departmental, pertinent federal, state, and local laws, codes, and regulations; understand and discuss energy conservation techniques and methods; establish and maintain effective working relationships with a variety of individuals representing diverse cultures and backgrounds, including management, employees, the public, community partners, unions and the media; organize resources; establish priorities, meet deadlines and objectives; develop and maintain record keeping systems and procedures; work independently exercising initiative and independent judgement; maintain research analysis summaries, charts, memorandums, and other documentation as needed for effective program research collection and policy implementation.

    TRAINING and EXPERIENCE EVALUATION

    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire.     ORAL EXAMINATION - 100%

    A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

    ELIGIBLE LIST

    The eligible list established from this recruitment may be used to fill present and future Regular, (Temporary or Fixed-Term), Intermittent, and Extra-Help vacancies for this and similar positions only. There is currently one (1) Regular full-time vacancy within the County Executive Office, Sustainability Division.

    Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
