    THE CITY OF PLACENTIA IS NOW RECRUITING FOR THE POSITION OF
    BUILDING PERMIT TECHNICIAN


    Full-time with excellent benefits

    4/10 Work Schedule Monday - Thursday, 7:15 a.m. - 6:15 p.m.

    Under the direction of the Building Inspection Manager, the Building Permit Technician conducts technical and clerical activities related to reviewing, processing, and maintaining building permits and related documents, including calculating fees, preparing monthly and annual revenue reports, and monitoring the status of plan checks and inspections.

    EXAMPLES OF DUTIES

    The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
    • Provides customer service to the public at the building counter and over the telephone; processes building permits and applications; responds to inquiries and permit discrepancies; provides information regarding permit procedures, policies, and functions.
    • Assists in establishing reliable permit coordination among city departments and the business community.
    • Serves as a resource to direct the public as needed to various sources of information, including other divisions and departments.
    • Receives, logs, and routes building plans for review checks; verifies plan check status; reviews and calculates fees for approved plans; and files all active and finalized permits.
    • Schedules building inspections in cooperation with building inspection personnel after reviewing service requests.
    • Tracks and reports on the status of construction projects in plan check review.
    • Assists customers in viewing microfiche, laser fiche, hard copies of permits, or in making copies; assists other agencies and customers with record inquiries and retrieves requested building plans and permits from archives.
    • Assembles fliers and other related material to facilitate report preparation by supervisory staff.
    • Maintains building division records, including a variety of forms and logs; provides downloads of information related to the city’s website.
    • Prepare departmental activity records and reports, including the faxing of utility releases.
    • Compiles data and conducts various reporting related to the Building Division
    OTHER DUTIES:
    • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.


    TYPICAL QUALIFICATIONS

    Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
    • A high school diploma, G.E.D., or equivalent, and two years of experience in permit processing, customer service, and engineering or building services support work.
    LICENSE(S) REQUIRED:
    • None required
    CERTIFICATIONS AND TESTING REQUIRED:
    • Possession of or the ability to complete International Conference of Building Officials (ICBO) certification as a Permit Technician or equivalent training within one year from assignment to this classification is required.

    Schedule- The City operates on a "4/10" work schedule.

    Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security.
    • 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
    • 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.

    Bilingual Pay- An additional pay of $175 per month

    Health Insurance - Up to $1,877 per month for family coverage to purchase health insurance through the CalPERS Health Benefits program. Medical opt out also available.

    Dental & Vision Insurance - Fully paid plan for dental and vision insurance.

    Life Insurance - Fully paid life insurance policy equal to employee's annual salary. Additional life insurance is available for purchase.

    Disability Insurance - Fully paid premiums for short-term and long-term disability insurance.

    Flexible Spending Account - Employees may voluntarily contribute to a Section 125 Flexible Spending Account.

    Deferred Compensation - Employees may voluntarily contribute to a deferred compensation plan.

    Paid Time Off (Vacation) - Accrual rate of 80 hours per year. 80 hours per year; 120 hours after 3 years of service.

    Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes a cash incentive of up to $1,250 per fiscal year.

    Holidays - 13 paid holidays per year. In addition, subject to City Council approval, City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit; City will provide additional holiday hours during this closure period.
