    The Missoula Public Health Department is seeking a CROSS DIVISIONAL PROGRAMS MANAGER to join their team. This position oversees programs and supervises staff in the Health Administration Division and serves as a member of the management team of Missoula Public Health (MPH), to protect and support the health of people, environments and communities.

    Representative Examples of Work

    Provides professional and technical leadership for MPH programs that apply to, intersect with, and provide support for the entire Health Department. Programs include Public Health Accreditation, Workforce Development, Performance Management and Quality Improvement, Communications, Health Equity, Epidemiology, and Public Health Emergency Preparedness. Supervises employees in cross-divisional programs at MPH. Responsible for recruitment, selection, hiring, training, professional development, performance management, discipline and discharge of employees. Develops policies and procedures; provides rule and policy interpretation; and monitors performance requirements. Participates in budget planning, implementation, and monitoring. Identifies and applies new grant funding for program staff and operations. Ensures compliance with grant and contract deliverables. Creates, implements, and evaluates public health programs. Monitors public health performance management, quality improvement, and accreditation activities. Ensures accreditation requirements are met. Manages the development and delivery of public information, messaging, and reporting in line with the Department mission to improve health in Missoula County. Meets regularly with employees and team to provide education, share information, provide and receive feedback, assign and direct work, prioritize tasks, and foster a productive and cooperative team. Assists with conflict resolution and problem-solving efforts. Meet regularly with Chief Health Officer to share information, provide and receive feedback, prioritize tasks, discuss strategic directions, manage change, identify potential improvements, and collaborate on programmatic activities. Participates in the creation, implementation, monitoring, and presentation of Department documents and plans, including the Community Health Assessment, Community Health Improvement Plan, Workforce Development Plan, Communications Guide and Calendar, Performance Management and Quality Improvement Systems. Aids and assists staff with documentation, staff training and education, meeting facilitation, task completion, and other programmatic duties. Ensures that Department-specific orientation and onboarding activities for new employees is efficient and effective. Serves as a liaison to community partners, elected officials, and the public including the business community, civic organizations, school groups, media, state, federal and local government agencies and legislative bodies. Prepares and presents information to the Board of Health, community organizations, and other groups or partners. Serves as a member of the Health Department management team. Participates in strategic and emergency planning, quality improvement, performance management, workforce development, and accreditation documentation and activities. Ensures that staff are trained and prepared for public health emergencies. Serves as part of incident command during emergencies. Participates in department-wide strategic activities. Advocates for regulations and policies that protect public and environmental health.

    Minimum Qualifications

    • Requires a bachelor’s degree. Degrees best suited to this position are public health, health sciences, public administration, environmental health, and social work.
    • Requires two years of professional experience in public health or public administration. Requires two years of experience in direct staff supervision, or two years demonstrated experience managing complex projects or plans accompanied with demonstrated skills in consensus building, conflict resolution, and professional development.
    • SPECIAL REQUIREMENTS : New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance to receive necessary immunizations. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safety of any person.


    Physical/Environmental Demands

    The work is mostly in an office setting. Requires occasional out-of-area travel to attend meetings, conferences, and trainings. Travel may require overnight stays and the ability to operate a motor vehicle. Requires evening, weekend, and on-call work as necessary.

    Excellent Medical Health Benefits- Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

    Medical deductible is $500 for an individual and $1,000 for a family.

    Flexible Benefits Plan- Pre-tax out-of-pocket medical expenses and day care expenses.

    Voluntary Life Insurance Coverage, Long and Short-Term Disability, Critical and Accident Insuranceare offered through Mutual ofOmaha.

    Public Employees Retirement System- Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). New members to the PERS have an opportunity to choose between two retirement plan options: the Defined Benefit Plan or the Defined Contribution Plan.

    Sheriffs' Retirement System (SRS)- A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005.

    Supplemental Retirement Benefitsare offered through Valic or Nationwide.

    Sick Leave- Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

    Vacation Leave- Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

    Holidays- The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

    Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
