    Summary

    The Enterprise Services Section (ESS) of the Solid Waste Division (SWD) is seeking a Rate and Budget Team Lead (Budget Analyst III) to join our team. As a key member of the Financial Services Unit (FSU) within the ESS, you will use your analytical and budgetary skills to help the different business lines in the Solid Waste Division. In this position, you will collaborate with both internal and external customers in a diverse, inclusive, and supportive work environment. This is an exciting opportunity for someone to gain or enhance experience leading a team, honing skills in rate and budget development.

    This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated length of two years. If the position is filled by a King County employee who has completed their initial probation, they will be offered the role as a Special Duty Assignment.

    About this Role:

    This position will be performing a full range of analytical and technical duties involved in the development of disposal rates and in the planning, evaluation, preparation, presentation and monitoring of operating and capital improvement budgets, while leading a team of two employees in support of those functions.

    About the Team:

    The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use, and regenerate natural systems.

    The Enterprise Services Rates & Budget Unit is responsible for the development and implementation of disposal rates, capital, and operating budgets. Working in a cost-effective, efficient manner supports the financial stewardship goals of the Solid Waste Division.

    Job Duties

    What You Will Be Doing:
    • Provide, lead, or conduct required analyses, including cost comparisons, debt service analysis, and long-term expenditure/revenue forecasts for the preparation and implementation of disposal rates and the operating and capital budgets.
    • Prepare supporting documentation for presentation to the Budget Director, Executive staff, agency staff, and the Council.
    • Provide departments with guidance on preparing their operating and capital budgets.
    • Review and evaluate departmental requests for operating and capital budgets by identifying significant financial and policy issues, developing potential alternatives and performing financial, programmatic and policy analyses needed to reach final budget decisions.
    • Prepare ordinances and motions with supporting narratives and analysis for Executive signature.
    • Monitor agency implementation of adopted budgets and report deviations; make recommendations to Division Leadership.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Bachelor’s Degree in Business Administration with Accounting major and 3 years’ experience working in the accounting/finance field or a combination of education and experience that allows you to perform the duties of this position.
    • A minimum of 2 years of experience with rate development, debt service analysis, and developing Capital & Operating Budget Development.
    • Intermediate skills in using Oracle EBS, BI Insights, PeopleSoft, PRISM, Project Information Center (PIC)
    • Intermediate skill in MS Excel, including pivot tables, CSV downloads, vlookup, and file indexing.
    • A minimum of 2 years of experience leading a team.

    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites, including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104).
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
    • Union Representation: This position is represented by Teamsters 117.
