    Position Description

    Tacoma Water is seeking an Organizational Change Management (OCM) Manager to join our Solution Delivery Team within the Analytics and Implementation Workgroup. In this role, the successful candidate will play a critical role in the adoption of solutions delivered by implementing effective OCM methodologies before, during, and after projects with Tacoma Water are implemented. This position will work with a project team as a leader to develop strategy, define and align methodology and standards to project plans and drive the adoption of technical or process changes and training to sustain them.

    The ideal candidate is an experienced OCM champion who drives successful adoption of new solutions. They excel at strategic change planning, impactful communication, and comprehensive training development, consistently delivering positive outcomes for technology and process transformations.

    About Our Team:
    We support the end-to-end delivery of prioritized technology and operational improvement projects for the organization. This includes technical project management, business analysis, impact assessment, process development, data analysis, testing, training development and delivery. In addition to the work within Tacoma Water itself, team members are often called upon as subject matter experts to represent Water on cross-functional or enterprise projects at the City of Tacoma.

    Primary Responsibilities Include:
    Apply a Structured Methodology & Lead Change Management Activities
    • Leverage change management methodology, process, and tools to create strategy to support adoption of the changes required by a project or initiative
    • Enable the design, development, delivery, and management of key communications
    • Conduct impact analyses, asses change readiness, and identify key stakeholders
    • Champion OCM best practices in projects across Tacoma Water and drive adoption of OCM methods by communicating with stakeholders across the organization
    Support Project Training Development & Delivery
    • Develop and maintain the training plan, training material design, development and delivery end-to-end
    • Support a variety of training delivery models including online or self-paced as well as train-the-trainer delivery methods
    • Consult and coach project teams to encourage training participation
    • Evaluation and ensure user readiness and track progress
    • Establish metrics to monitor training effectiveness and user adoption
    Support Project Communication
    • Engage senior leaders and other key stakeholders to ensure timely and effective project communications
    • Adapt messaging and communication tools to ensure message effectiveness at all levels
    • Create communications content and ensure accuracy
    • Plan cadences, define audiences, and support communications delivery


    Qualifications

    Minimum Education*
    Bachelor's degree public or business administration or directly related field

    Minimum Experience*
    4 years of progressively responsible analytical and/or program coordination/management work in area related to assignment (change management)

    *Equivalency: 1 year of experience = 1 year of education

    Desired Qualifications
    • Change management experience related to technology projects
    • Certification in Change Management (such as CCMP)
    • Project Management Professional (PMP)


    Knowledge & Skills

    • Training development and facilitation experience
    • Experience working with technology teams in complex environments
    • Program management and project management experience
    • Agile/Scrum Methodology experience
    • Advanced experience in the following programs:
      • MS PowerPoint or similar
      • MS SharePoint
      • MS Visio and/or Lucid Chart
      • SAP Solutions
      • Atlassian: Jira Service Management/Jira/Confluence

    Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
