DESCRIPTION THE AGENCY Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton, Livermore, Dublin and the Dougherty Valley area of San Ramon, and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agency’s administrative offices are located in Livermore, CA, the easternmost city of Alameda County, which is bordered by Contra Costa County to the north and San Joaquin County to the east. THE POSITION Under the direction of the Assistant General Manager, to plan, organize, direct and review the activities and operations of Engineering Services, including design and construction of flood control, water transmission, storage, and distribution facilities and related technical support activities; to coordinate assigned activities with other sections and outside agencies; and performs other related work as required.
This position has responsibility for the quality, quantity and timeliness of all work in Engineering Services within Zone 7. The incumbent provides complex administrative support to the Assistant General Manager; exercises direct supervision over management, professional, technical and clerical personnel; analyzes and acts on major problems. The Manager of Engineering Services, Zone 7, is distinguished from the Assistant General Manager, Zone 7, in that the latter classification has overall responsibility for the Engineering Division, which includes Engineering Services, Water Resources, Flood Control, and Operations and Maintenance. The Manager of Engineering Services is distinguished from the Assistant General Manager, Engineering, Zone 7, in that the latter has responsibility for External Affairs and Advance Planning. The Manager of Engineering Services, Zone 7, is further distinguished from the Principal Engineer in that the former is responsible for the agency-wide Capital Improvement Program.

Manager OF Engineering, Zone 7 (#4972) IDEAL CANDIDATE In addition to meeting the minimum qualifications stated below, the ideal candidate will have demonstrated a track record of success in the following areas:
- Strategic leadership in planning, implementing, and managing goals, policies, and compliance for Engineering Services.
- Effectively communicating and presenting complex technical and administrative information to executive leadership, boards, and external stakeholders.

- Budget development and fiscal oversight , with ability to manage capital and operational expenditures within established limits.
- Personnel management , including leadership development, performance planning and evaluation, training, and resolution of personnel matters in compliance with agency policies.
- Collaborating with internal teams and external consultants , ensuring effective coordination and delivery of engineering services and projects.
MINIMUM QUALIFICATIONS TO BE ELIGIBLE FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM QUALIFICATIONS BY SATISFYING ONE OF THE CRITERIA OUTLINED IN THE PATTERNS BELOW. EITHER I Experience: The equivalent of two years of full-time experience in the class of Senior Engineer, Zone 7, or equivalent or higher-level class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Education: Possession of a bachelor’s degree from an accredited college or university in Civil Engineering or a closely related field.
OR II Education: Possession of a bachelor’s degree from an accredited college or university in Civil Engineering or a closely related field.
And
Experience: The equivalent of 5 years of full-time, progressively responsible engineering experience, including project management and significant responsibility for the supervision of a group of engineers and support personnel in a water utility. Experience must have included the design and construction of facilities normally required of water utility such as pipelines, pumping plants, tanks and water treatment facilities, and extensive public interaction.
A master’s degree in civil engineering or business or public administration is highly desirable.
License or Certificate:Possession of a valid California Driver’s License and a valid California Certificate of Registration as a Professional Engineer OR a Professional Geologist issued by the California Board for Professional Engineers and Land Surveyors.
Special Requirements: Must be willing and able to work in areas where there is exposure to chemical, mechanical and electrical hazards, and outdoors in all weather conditions. May be required to respond to off-hour emergencies.

EXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified that will be weighted as qualifying only (pass/fail). Those candidates considered the best qualified will move on to the final step in the examination process. An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
