POSITION Under the supervision of the Plan Check Engineer Supervisor or designee, performs advanced technical duties in the review of permit applications and plans, issues permits, and performs minor plan checks for compliance with state and municipal codes.

TASKS - Checks and reviews intermediate and complex building plans and specifications for submittal compliance with applicable codes, ordinances, and regulations;
- Verify construction valuations, calculate fees, and issue various permits;
- Review submittal of plans and documents for accuracy and completeness;
- Determine that projects have all required approvals before permit issuance;
- Assists citizens, property owners, contractors, architects, and engineers with permitting and building questions; locates existing permits and plans for review by applicants;
- Provide support and guidance to Permit Technician staff
- File permits and plans after issuance.
- Coordinate with the Planning Division, Public Works Department, and Code Enforcement Division regarding projects and unpermitted construction.
QUALIFICATIONS Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be a Permit Technician certification from the International Code Council
AND four (4) years of recent work experience providing technical information to the public, preferably in a municipal building, Public Works, or Planning department. Associate’s degree in a related field is highly desirable . Must possess at the time of application and maintain a valid California Driver’s License.
KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS - Knowledgeable of the principles and interpretation of building codes and related laws and ordinances, the process for issuing permits, conflict management techniques, quality customer service techniques and concepts, and reading and accurately interpreting plans and specifications;
- Skilled in following oral and written instructions in English and in establishing and maintaining positive and productive working relationships with both external and internal customers;
- Ability to perform essential duties with little supervision, maintain professionalism in adverse conditions, and effectively communicate verbally and in writing in English to the public, business owners, residents, City employees, etc.
- Proficient in using a personal computer, MS Office software, and other industry-related software and programs.
THE SELECTION PROCESS Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year.
