We are recruiting for one (1) career service C&D Project/Program Manager I. We are looking for an enthusiastic team player to support our Construction and Demolition and GreenTools Program. The successful candidate will provide a wide range of support to move the County towards Zero Waste of Resources and a sustainable built environment integrating equity and social justice opportunities.     The selected candidate will become a member of the County’s C&D Program, which is regarded across the country as a leader in the industry. This program leads and develops cutting edge policies and efforts around deconstruction, salvage, reuse and C&D material diversion which supports a circular economy. With the recent adoption of an increased C&D fee, additional revenue will allow for more services, grants, and projects to be offered to the community. These efforts will advance progressive best practices and innovative efforts that will divert valuable materials from ending up in landfills, lower community greenhouse gas emissions, and create economic justice opportunities.

    About the Role:

    The C&D PPM I will provide needed staff support to address communitywide C&D (construction and demolition materials) diversion performance and C&D Program services that address climate, sustainability, Equity, Racial and Social Justice (ERSJ) and sustainable development practices in county operations and communitywide practices. These efforts will address community benefits, foster creativity, and enforce compliance.     About the Team:

    The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Re+/Zero Waste of Resources (ZWoR) goals for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.

    The Recycling and Environmental Services (RES) Section leads the Division’s efforts on prevention, reuse, recycling, product stewardship/Extended Producer Responsibility (EPR), policy, market development, environmental stewardship, the circular economy, Re+ (King County’s Zero Waste of Resources Initiative), green building, household hazardous waste collection, green school education, grant program management, resource recovery, waste stream integrity, and several compliance programs including waste stream compliance & enforcement.

    Job Duties

    What You Will Be Doing:

    • Support research to increase C&D separation and compliance with C&D requirements


    • Manage pilot collection of gypsum drywall


    • Facilitate salvage verifier training to industry


    • Develop a community program for community-based deconstruction and home restorations


    • Coordinate with community-based organizations that serve at risk populations


    • Support creation of an incentive program to increase C&D separation


    • Implement direct reporting from C&D scale houses to existing C&D cloud based reporting platform


    • Assist establishment of new C&D related Woman and Minority Owned Business Enterprises (WMBE)


    • Provide performance incentives to drive C&D materials towards highest and best use


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Knowledge of construction industry
    • Knowledge of deconstruction process; participated in a minimum of 80 hours of construction and demolition training (For example, King County’s Green Workforce Development training or another similar construction and demolition training program).
    • Experience in deconstructing buildings using national Build Reuse/BMRA curriculum guidelines
    • Knowledge of construction and demolition materials management options
    • Familiarity in working with BIPOC communities, businesses and organizations
    • Has worked with community associations that serve at risk-based organizations or populations
    • Has basic computer and technology literacy and training
    • Analytical and problem-solving skills

    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104), project sites, and meeting locations with project partners. This work arrangement promotes work-life-balance.
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
    • Union Representation: This position is represented by Teamsters Local 117 P&T.
