    The City of Tacoma's Public Works Department is seeking a full-time Business Services Analyst, Associate. This role involves providing entry level professional analysis related to business operations including accounting, budget, procurement, department program administration, quality assurance administration, and financial analysis.

    Essential Duties:
    • Conduct financial analysis; handle financial administration for projects, including construction projects.
    • Support project managers with compiling project documentation and developing solicitation and contract documents.
    • Contribute to efforts in collecting project support documents, organizing files, and preparing documentation for audits.
    • Research and analyze data to generate original reports.
    • Assist with procurement processes for the division, including review of proposals, bid specs, Request for Qualifications (RFQ), Request for Proposals (RFP), and Request for Bids (RFB)
    • Create and maintain spreadsheets; maintain databases, and reports from the same.


    This role necessitates proficiency in project and data management, recognizing the significance of data in decision making. It involves supporting the development of strategic approaches for leadership review, adhering to City policies and procedures, Tacoma Municipal Code, and effectively collaborating with various social, cultural, and/or economic groups, in support of the diverse community we serve.

    Applicants must demonstrate an understanding of cultural responsiveness, change management, government systems, data analysis, program development, research, best practices, and facilitation.

    Qualifications

    Minimum Education*
    Bachelor's degree in public or business administration or directly related field

    Minimum Experience*
    1 year of professional experience in public or business administration or directly related field

    Licensing, Certifications and Other Requirements
    None

    *Equivalency: 1 year of experience = 1 year of education

    Desired Qualifications
    Knowledge and skills in data software, including SAP, Ariba, PivotTables in Excel, Smartsheet, and Tableau.
    Experience researching and analyzing policies, laws, rules, or regulations; data management and reporting, and/or business process analysis.

    Knowledge & Skills

    Analysis

    Data management, analysis, reporting, and visualization. Use data and information in a clear and rational process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Gather, assemble, analyze and evaluate facts to draw logical conclusions, make proper recommendations and prepare clear, concise, and comprehensive written reports which require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.

    Research
    Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation using current software and techniques. Compile and maintain reports, records, and various other forms of pertinent information in an organized and professional manner.

    Problem Solving
    Use intelligence, common sense, hard work and tenacity to solve particularly difficult or complicated challenges. Employ expertise, credibility, and effective partnering to help customers and stakeholders identify, evaluate and resolve complex or sensitive issues, problems and service needs.

    Effective communication both verbal and in writing including the compilation of reports, presentations and records; and interacting respectfully and sensitively with individuals and groups to develop and maintain productive relationships and achieve results. Prioritizes clear and accountable communication and listening skills to other staff, departments, and stakeholders.

    Conduct all assignments in a professional and timely manner. Work with confidentiality and discretion. Maintain professional skills that apply to all aspects of field of assigned specialty through continued education and/or training. Maintain current knowledge of industry by reading and interpreting applicable ordinances, rules, regulations, practices, policies and procedures.

    Coordinating and Organizing
    Effectively coordinate activities, services, and schedules to ensure smooth and efficient operations of work.

    Technical Writing Skills
    Prepare and publish reports, manuals, guidelines, and other forms of documentation effectively. Perform research, proofread writing, collaborate with others, and meet deadlines.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
