Vacation & Sick Leave At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally,
employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service). Holidays The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.
Primary Duties and ResponsibilitiesPosition Scope: The Human Resources Data and Software Analyst performs a wide variety of complex technical and professional level duties including the implementation and maintenance of all Human Resources computer applications. Under general supervision, this position will complete information systems analysis work, support Human Resources department software applications, create/provide system reports, develop and synthesize dashboards and KPI data and complete and respond to surveys.

- Monitors, maintains and updates department specific software applications to ensure systems meet business and performance needs in partnership with enterprise I.T. team
- Creates/Maintains system workflows; processes, approves and/or completes data entry
- Analyzes, researches, evaluates, tests, and implements new functionality and system upgrades specific to the department
- Designs, maintains and distributes a variety of system reports
- Performs audits to ensure data integrity
- Completes surveys, questionnaires, and statistical reports
- Assists in the development and implementation of goals, objectives, key performance indicators and other priorities of the Human Resources Department
- Provides formal and informal training to city staff on the use of Human Resources software applications
- Calculates mathematical equations and performs statistical analysis
- Generates and inputs accurate information into the Human Resources Information System(s) and utilizes other relevant technological resources
- Handles multiple projects simultaneously and uses good judgment in prioritizing work assignments
- Attends and/or conducts various meetings related to HR data and metrics
- Serves as liaison between human resources and other departments for HR specific platforms
- Keeps informed with new and progressive industry standards and best practices
- Performs other duties as assigned
Minimum Qualifications & Position RequirementsEducation and Experience: Bachelor’s degree in a related field and 3 years of job-related experience.; OR an equivalent combination of education and experience .
Preferred: Degree in Human Resources, Information Technology, Business Administration, Public Administration, or closely related field;
IPMA-HR SCP, SHRM-CP/SCP or PHR/SPHR certification; experience with NEOGOV, HRIS implementation/systems (Tyler/Munis).
Necessary Knowledge, Skills and Abilities:Knowledge of:- Human Resources laws, theories, principles and best practices (all applicable federal and state employment laws and regulations)
- Methods used in researching, analyzing and synthesizing data
- Access, enter data, update, and/or maintain HR-related databases
- Microsoft Office products and other relevant technologies
- Principles of group dynamics and human behavior

12-Month Goals:- In partnership with system admins, launch NEOGOV Performance Management and Onboarding Modules
- Create and implement data strategies and build KPI dashboard
- Analyze, test and implement new functionality and system (Munis) upgrades specific to the Human Resources department

Physical Demands / Work Environment: Work is typically performed in an office setting; ability to lift and carry weight up to 10 pounds; operate a variety of standard office equipment including a computer, telephone, calculator, copy, and fax machine requiring continuous and repetitive arm, hand, and eye movement; travel to/from meetings and various City locations.
