    ABOUT THE POSITION

    Under general supervision, performs semi-skilled work and is responsible for planning, leading, scheduling, and prioritizing work assignments. Coordinates the activities of an assigned crew within one of the following operating sections of the Maintenance Services Division of the Public Works Department: Facility Maintenance, Streets Maintenance, or Parks and/or Landscape Maintenance-including irrigation, minor park renovations, and construction. Must be knowledgeable in diagnosing and repairing irrigation system issues. Experience with programming irrigation controllers, particularly the Calsense system, is highly desirable.

    This recruitment will be to establish an Eligible List of qualified candidates for hiring consideration based on operational need in any of the sections of Maintenance Services Division. An Eligible List is generally in effect for one year, unless the List is exhausted sooner. There is currently one (1) vacancy in the Landscape Section.

    EXAMPLES OF ESSENTIAL FUNCTIONS

    The following examples are intended to describe the general nature and level of work performed in the position. Depending on the operating section assigned, duties may include but are not limited to, the following:
    • Repair and maintain City facilities, buildings, structures and equipment to include: painting, carpentry, electrical, plumbing, wall and floor coverings, masonry, roof repairs and graffiti abatement.
    • Repair and maintain City streets, public rights of way and easements to include: asphalt patching and repair, crack sealing, concrete construction and repair, installation of traffic striping, pavement markings and signs, weed spraying and removal, setting up traffic control devices for lane closures.
    • Repair and maintain City parks, grounds and on-street landscaping and irrigation systems to include: trimming, clearing and grubbing vegetation and debris; planting trees, shrubs, vines and ground covers; renovation of athletic fields; installation and repair of irrigation systems, setting up traffic control devices for lane closures.
    • Drive commercial vehicles; operate tractor, wheel loader, forklift and other specialized equipment, power and hand tools related to assigned activity.
    • Maintain accurate records for maintenance and repair services performed including tracking time and materials used, input and retrieve data from computerized maintenance databases.
    • Train staff in the proper use of tools and equipment and safe work practices.
    • Order and deliver materials and supplies to job sites.
    • Make emergency repairs to City buildings, streets, parks, public grounds, and facilities.
    • Identify and assess problems in City’s infrastructure; implement appropriate treatments, repairs and maintenance practices; direct the services of City vendors, subcontractors, etc.
    • Maintain adequate inventories of tools, parts and supplies.
    • Perform customer service activities through verbal interaction with the public.
    • Deal with the public, contractors, vendors and suppliers in a manner reflective of the highest standards of professionalism, integrity and the best interests of the City.
    • Collaborate with Public Works Supervisor to solve problems, establish work priorities and schedules; make recommendations as to whether work can be done in-house or contracted out.
    • Assist Public Works Supervisor in the administration of maintenance service contracts for janitorial service, on-street and off-street landscaping, street sweeping, etc.
    • Monitor and inspect the performance of service providers to ensure compliance with contract documents.
    • Corresponds with service providers, issue deficiency notices, check and approve invoices for payments.
    • Participate in the preparation of performance evaluations for assigned staff.
    • Perform administrative duties of Public Works Supervisor in their absence.
    • Perform other duties as assigned.


    QUALIFICATIONS

    Any combination of education, training, and experience that would provide the required skills, knowledge, and abilities is qualifying. A desired combination is as follows:

    Education: High school diploma or equivalent , supplemented by recent completion of trade school and/or related college level courses. An Associate's degree or technical certification in a related field is desired.

    Experience: Four (4) full-time years of experience in one or more related occupational areas. Direct supervisory or lead experience is desired.

    Knowledge of: The practices, methods, materials, and terminology used in the assigned maintenance or repair activity; the operation, use and maintenance of tools and equipment, use of modern office equipment including a desktop computer and keyboard safe work practices; principles of leadership; and methods and techniques of supervision.

    Ability to: Work with minimum supervision; plan, direct, and coordinate the work of assigned personnel or outside contractors; perform the duties of one or more occupational areas; communicate effectively orally and in writing; interpret written and oral instructions and carry them out; prepare and maintain reports and records; establish and maintain effective working relationships with co-workers and the public; respond to service requests and work orders; read and interpret structural maps and construction, traffic, landscaping, and irrigation plans; prepare written diaries and reports; operate a personal computer utilizing Microsoft applications such as Microsoft Word, Excel and Outlook and Internet Explorer with basic proficiency; prepare accurate written reports, technical specifications, diaries, and reports; operate a mobile radio read and interpret construction plans, specifications and contract documents; work efficiently and in a responsible manner; interpret and execute written and verbal orders; maintain accurate records; demonstrate appropriate customer service skills; perform electronic file storage, data input and retrieval; conduct research via the Internet; query and print reports in the City's Service Request database system; utilize the Internet to retrieve repair and service information, trouble shooting procedures, order parts and supplies.

    Physical Abilities:
    • Possess physical mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties assigned.
    • Ability to drive a City vehicle or the ability to utilize an alternative method of transportation to travel to different work sites and locations to carry out job-related duties.
    • Require the ability to stand for long periods and/or walk long distances. Some walking may occur on sloping, slippery and/or uneven surfaces.
    • Require the mobility to sit, stand, kneel, crawl, climb, crouch, stoop, reach, and bend.
    • Require the ability to twist at the lower body, at the waist, and at the upper body.
    • Require the mobility of both arms to reach and dexterity of hands to grasp and manipulate small and large objects or tools, from overhead to the ground positions.
    • Perform work which involves grasping, lifting, pushing, pulling, moving and dragging of objects which may weigh approximately 75 pounds and up to 100 pounds.
    • Based on job assignment, required to wear protective apparel including hardhats, gloves, goggles, respirators, face protectors, ear protection, aprons, coveralls, chain saw chaps, and steel toed shoes.
    • Based on job assignment, may be required to work at heights above ground level.
    • Utilities Division job assignments may require work in confined spaces.
    • Based on job assignment, may operate power equipment requiring hand, arm, and upper body strength. To include the following tools and equipment, and not limited to: electric drills, circular saws, reciprocating saws; pneumatic jackhammers, clay spades, impact wrenches; vibratory plate compactors and rollers; grinders, air compressors, trash pumps, pipe threaders, power drain snakes; rototillers, power trenchers; chain saws, and, hand tools such as shovels, rakes, lutes, hammers, screwdrivers, pliers, wrenches, chisels, scrapers, crowbars, pry-bars, manhole picks, pipe cutters, bench vises.
    • May be required to respond to emergency situations.
    • Tree trimming job duties may require the ability to climb trees with ropes and climbing harness.
    • Based on job assignment, may be exposed to chemicals including but not limited to: gasoline, diesel, motor oil, grease, paint thinner, strippers, solvents, ammonia, bleach, cleansers, volatile organic compounds, fertilizers and non-restricted pesticides.


    Environmental Conditions/Exposures: Work is primarily performed outdoors (field work) with exposure to the weather. Based on job assignment, exposures may also include: contact with hot and cold surfaces, loud noises from equipment and vehicle engines, vibrations, working in close proximity to moving mechanical parts (mechanical hazards), electrical current (electrical hazards), vehicular traffic and confined spaces; and, contact with potential natural irritants such as vegetation, dust, soil, tree pollens, sawdust, etc.

    License: Due to the performance of field duties which requires operation of a City vehicle, a valid California Class C Driver’s License to carry out the essential functions of the position and an acceptable driving record are required at the time of appointment and throughout employment. Possession of a Commercial Driver’s License (Class A or B) at the time of hire is desired or candidate must be willing and able to obtain the license within twelve (12) months of appointment. A Commercial License Driver (Class A or B) is subject to the random alcohol and drug testing requirements of the Department of Transportation, Federal Highways Administration.

    ADDITIONAL INFORMATION

    California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on a periodic basis to the City of Downey on the employee's driving record and Driver's License status. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

The Department hiring authority may appoint a candidate from the List based on the experience, training, and/or education relevant to Department's operational needs. Prior to a conditional offer of employment, a comprehensive background investigation is conducted, including fingerprinting. Upon issuance of a conditional offer of employment, a job-related pre-placement medical exam to determine the candidate's physical ability to perform the essential functions of the position will be conducted, including a drug screen.
