The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
The Department of Conservation and Natural Resources (NDCNR), protects, manages, and enhances the State's resources to provide the highest quality of life for Nevada's citizens and visitors. The NDCNR with over 900 employees consists of the Director's Office and the following divisions and programs: Environmental Protection, Forestry, State Lands, State Parks, Water Resources, Outdoor Recreation, Natural Heritage, State Historic Preservation Office, Off-Highway Vehicles, Sagebrush Ecosystem, and the Conservation Districts Program. The Department also provides support staff to the Nevada Tahoe Regional Planning Agency and has responsibility for numerous Boards, Commissions, and Councils. The Department has locations and/or provides program services in every community of the State.
The Division of Outdoor Recreation (NDOR) has an opportunity for an individual passionate about contributing to the mission of the Nevada Off-Highway Vehicles Program (NOHVP). The NOHVP promotes safe and responsible use of Nevada's outstanding opportunities for off-road recreation and the registration of ATVs, Side-by-Sides, Dirt Bikes, Snowmobiles, Dune buggies, and Homemade OHVs. The NOHVP also provides grants to fund off-highway vehicles related projects throughout the state including trail improvements, mapping, signage, law enforcement, education, safety training, restoration, and other projects. The incumbent is responsible for assisting the NOHVP Program Manager to support the Commission on Off-Highway Vehicles; Nevada OHV Grant Program Technical Advisory Committee; and the implementation and interpretation of State guidance, program guidelines, procedures, and funding agreements to ensure accurate program implementation. The incumbent will assist with technical assistances to grantees; provide program reporting and budget analysis preparation; contribute to adhering to Open Meeting Law requirements; provide fiscal support and compile and analyze data for complex reporting and OHV policy analysis; and assist with the preparation, monitoring, and maintenance of the agency's budget and revenue/expenditure projections in addition to day-to-day reimbursements and payment entry for Program Manager approval. The incumbent may also assist the Program Manager with various duties to promote and support the OHV Program such as soliciting the OHV program at public events, assisting in the field with grant projects, and representing the Program at OHV races and events which may occur on weekends or evenings. ***THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and one year of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years of experience as an Accountant Technician I or Tax Examiner II in Nevada State service; OR one year of experience as an Accountant Technician II or Fiscal/Business Professional Trainee III in Nevada State service; OR an equivalent combination of education and experience as described above. Special Notes Some positions may require specific education and/or experience, which will be identified at the time of recruitment. Special Requirements This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment. This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.
