    The Opportunity
    We are pursuing qualified candidates to fill Analyst, CEO positions within the Chief Executive Office. The position provides professional staff support to the CEO in the planning, coordination, direction and control of specialized Countywide programs.

    Essential Job Functions

    Position Responsibilities
    • Analyzes budget requests for assigned departments, prepares recommendations for proposed expenditures in light of budget policy, and recommends changed allowances and budget adjustments during the fiscal year.
    • Evaluates and recommends CEO position on contracts, policy changes and other actions referred by the Board or requested by departments to be approved by the Board of Supervisors.
    • Analyzes the effect of proposed legislation to determine the effect on County operations, costs and revenue and recommends legislative position, including, as appropriate, amendments to conform legislation to County needs.
    • Negotiates and coordinates memoranda of understanding with County employee unions, serves as County advocate in arbitration, fact finding or mediation, and provides mentorship to departmental employee relations personnel.
    • Analyzes and recommends salaries and employee benefits and related policies to recruit and retain qualified employees at reasonable cost.
    • Communicates recommendations verbally or in writing to gain approval from superiors, the Board, departments, and labor organizations.
    • Conducts management audits, organization and policy reviews, system and procedures, records management, productivity, asset management and risk management studies, and pay and benefit surveys.
    • Interprets County policies and procedures to assigned departments, labor organizations and other entities.
    • Travels from office to other locations to conduct investigations, meet with department officials and other persons concerning work in progress and participate in conferences.
    • Researches and develops resolution to issues raised in correspondence received by the CEO or referred by the Board of Supervisors.


    Requirements

    Requirements to Qualify
    Applicants must have either: Two (2) years of experience at the level of Los Angeles County class of Administrative Assistant II* OR
    One (1) year of experience at the level of Los Angeles County class of Associate Analyst, CEO**.

    This experience must involve the analysis and resolution of problems in areas such as budget, finance, operations, capital projects, legislative policy, organization and management, employee relations, compensation, risk management, marketing, asset management, or unincorporated area services.

    No withhold will be allowed for this examination. Required experience must be fully met by the last day of filing and clearly indicated on the application.

    Out-of-Class work experience will not be accepted for this examination.

    License
    A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class II
    Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
    Special Requirement Information
    *In the County of Los Angeles, experience at the level of Administrative Assistant II is defined as work in a central administrative office analyzing and making recommendations for the solution of a variety of problems of organization, budget, systems and procedures, program, facilities planning, general management, or personnel. Acceptable classes are but may not limited to: Human Resources Analyst I; Administrative Analyst; Principal Personnel Assistant; Principal Departmental Personnel Assistant; Staff Assistant, CEO; Employment Services Assistant III, Sheriff; Operations Assistant III, Sheriff; Management Analyst; Financial Specialist II; Staff Assistant II; Administrative Intern II; or higher.
    ** In the County of Los Angeles, experience at the level of Associate Analyst, CEO is defined as under the supervision of a CEO manager, assists a head of an organization to manage the County's or organization’s administrative and financial affairs. Positions in this class provide professional staff support to the CEO in the planning, coordination, direction and control of such specialized County functions as the budget, finance, operations, capital projects, legislative analysis, organization and management studies, employee relations, compensation policy, risk management, marketing, asset management, and unincorporated area services functions. Acceptable classes are, but may not limited to: Program Specialist I, CEO; Program Specialist II, CEO; Human Resources Analyst I; Human Resources Analyst II; Administrative Analyst; Management Analyst; Senior Departmental Personnel Technician; Administrative Services Manager I; Administrative Assistant III; Assistant Staff Analyst, HS; or higher.

    Applicants must meet the requirements and achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.
    Exam Review
    Some exam components are not subject to review by candidates. Multiple-choice and/or simulation assessments are not reviewable by candidates per CSR 7.19.

    Transfer of Test Components
    If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    Test Preparation
    We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

    Eligibility and Vacancy Information
    Candidates who met the exam requirements and passed the assessments are placed on the eligible register in the order of their score group for a period of six (6) months. We will use this list to fill vacancies within the Chief Executive Office as they occur.

    Selection Certification
    From those who pass the assessment, we may establish a secondary list to identify candidates with specific qualifications. We seek experience in areas such as budget and finance, classification and compensation, communications, contracts, human resources, and risk management.
