  • Job Description

    Description

    Manages and coordinates financial activities for Metro in the areas of accounting, treasury operations, employee benefits, budgeting, risk management, finance, and labor economics. This position will report to the Countywide Planning and Development office. This position will develop funding plans, forecast revenues, and identify funding strategies that include the use of state and federal grants as well as debt financing. Responsibilities include financial analysis, Excel modeling, reconciliation with budget and accounting data, preparation of written reports and presentations, and programming funds for major projects and funding programs.

    Examples of Duties

    • Participates in the production, audit, and analysis of Metro's annual financial statements and annual budget
    • Utilizes technology to coordinate and assemble all data provided by agency departments resulting in management reports and agency-wide budget documents
    • Provides research, analysis, and problem resolution to executive management
    • Assists in the budgeting, allocation, and analysis of benefits, insurance, allocated overhead, and pension plans; recommends changes
    • Conducts studies of the more complex financial system operations, including the development of forecast models for estimating salary and benefit changes and budgetary impacts
    • Assists in the analysis and recommendation of methods for the budgeting of workers' compensation, casualty and liability, and property risks
    • Serves as project manager in various ad hoc research studies, such as designing management financial reports, evaluating the impact of capital programs, and other projects
    • Utilizes technology to prepare monthly reports to Metro's Board of Directors regarding activities in Finance and Budget
    • Administers Pension, Other Post-Employment Benefits (OPEB), Health & Welfare Trust and Operating portfolios to ensure compliance with their individual investment policies, California Government Code, and Metro guidelines.
    • Supervises, train, mentors, and motivates assigned staff
    • Communicates and implements safety rules, policies, process, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Business Administration or in a technical financial discipline, such as Accounting, Finance, or Economics; Master's Degree in a related field preferred


    Experience
    • Six years of relevant experience or three years of relevant supervisory-level experience in the area of finance


    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Professional certifications such as CPA (Certified Public Accountant) or CFA (Chartered Financial Analyst) preferred


    Preferred Qualifications

    Preferred

    • Experience securing local, state, and federal transportation funding, including grants
    • Experience managing and preparing capital project budgets, developing funding plans and strategies, and forecasting revenue and cost projections related to public infrastructure
    • Experience applying debt financing or other forms of borrowing to fund capital projects
    • Experience interpreting budget data and working with accounting to accurately produce complex financial calculations on Excel

    Benefits cover probationary or regular full-time (working at least 40 hrs/week) employees of Metro.

    Medical/Dental/Vision Plan- Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Time off with Pay (TOWP)- Compensates employees who are on approved absence from work for reasons such as illness, injury, medical and dental appointments, personal business, vacation, or observance of (a) religious holiday.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
