    EXPERIENCED HUMAN RESOURCES ANALYST WANTED TO JOIN
    OUR "SMALL BUT MIGHTY" PROFESSIONAL HUMAN RESOURCES TEAM


    The Human Resources Department of the City of Buena Park is looking for a Human Resources Analyst to join our very busy professional staff. Our “small but mighty” department is a full-service department which prides itself on exceptional service.

    Our Business Partners, i.e. our City Council, Executive Management, fellow employees and potential employees look to the City’s Human Resources Department for expert advice and consultation in the following areas: Recruitment and Selection, Benefits Administration, Classification and Compensation, Labor Relations, Employee Relations, and Risk Management including Safety, Worker’s Compensation, and General Liability.

    The ideal candidate for this position will understand the principles of being a knowledgeable Business Partner and possess excellent customer service skills. This position needs a service oriented, organized, and progressive thinker who can think “outside the box” to fulfill the needs of our business partners.     THE POSITION
    Under general supervision, performs a wide variety of journey level professional, administrative, analytical, and coordination duties in support of human resources functions and programs in the areas of recruitment and selection, classification, job evaluation, compensation, workers’ compensation, organizational development and training, and labor and employee relations; conducts, reviews, and presents administrative, financial, and personnel studies and reports; and does related work as required.

    DISTINGUISHING CHARACTERISTICS

    The Human Resources Analyst is distinguished from the Senior Human Resources Analyst by its limited scope of administrative responsibilities. The Human Resources Analyst is required to exercise some judgment in selecting appropriate established guidelines to follow. The Human Resources Analyst receives greater direction and assignments tend to be more routine.

    ESSENTIAL FUNCTIONS

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

    Performs professional work in human resources, including recruitment and selection, job analysis, classification and compensation, and labor relations; administers special projects. Assists with the coordination of the City’s workers’ compensation program; tracks and monitors industrial injuries; serves as a liaison between the City, injured workers, and the third party administrator. Coordinates risk management and safety programs, represents the City responding to Unemployment Insurance claims, and processes CalPERS retirement and disability benefits. Ensures compliance with Federal, State, and Local labor laws and the city’s Memorandum of Understandings and Personnel Rules and Regulations. Develops, analyzes, and makes recommendations regarding the effectiveness of policies, practices, and procedures under the guidance of the Director of Human Resources or Senior Human Resources Analyst. Assists with the selection, training, supervision, and evaluation of the work of administrative and technical support staff; may plan, assign, lead and coordinate the work of staff. Administers recruitment, selection, classification, compensation, benefits, performance evaluation, and training programs and services. Researches human resources and risk management laws, regulations, policies, administrative guidelines, and personnel issues associated with existing practices and proposed programs. May assist with the administration of the City’s general liability program, investigates and evaluates risk exposure, and provides solutions to reduce exposure to accident loses, risk, and the financial impact of losses to the city. Drafts, revises, and interprets provisions of the Personnel Rules, collective bargaining contracts, and administrative policies, as well as fair employment and non-discrimination guidelines. May investigate employee relations problems and grievances and recommends corrective actions to resolve issues and concerns. Consults with departmental managers and supervisors and advises appropriate steps or means for instituting personnel actions. Assists in negotiations with collective bargaining representatives regarding labor contract proposals and issues in concert with the Director of Human Resources and other professional resources; provides data and analysis during the process. Conducts special studies and may present recommendations to the City Council, department directors, the Director of Human Resources, and other parties. Proposes departmental budget and assists with tracking and reporting upon the status of projects and expenditures.

    QUALIFICATIONS GUIDELINES

    Knowledge of:

    Principles, concepts, and practices of public human resources management and employee supervision; Federal and State Equal Employment Opportunity laws, regulations, practices, court precedents and non-discrimination guidelines; Meyers-Milias-Brown Act and related labor laws and collective bargaining regulations; CalPERS retirement, Workers’ Compensation, and Unemployment Insurance laws and regulations; city contracts; human resources administration practices and programs related to employment, classification, compensation, benefits, performance evaluation, research, training, employee relations, risk management, and retirement programs; project management practices; modern office practices and personnel record keeping procedures; effective customer service techniques; effective leadership and supervisory practices and techniques.

    Ability to:

    Plan, manage, and coordinate the activities of human resources programs, projects, and related services; select, assign, train, supervise, motivate, review, and evaluate the work of employees; conduct human resources, financial, and administrative analyses and present reports and recommendations; communicate effectively, both orally and in writing; establish and maintain effective working relationships with applicants, City employees, staff, management, consultants, contractors, vendors, and other public and private representatives; maintain the confidentiality of sensitive personnel matters.

    PHYSICAL AND MENTAL DEMANDS

    Physical Demands

    While performing the duties of this class, the employee is constantly required to sit, and occasionally to stand and walk. The employee must be able to talk and hear. The employee must be able to use hands to finger, handle, feel or operate computer hardware and standard office equipment; and reach with hands and arms above and below shoulder level. The employee occasionally lifts and carries records and documents weighing more than 20 pounds.

    Specific vision abilities required by this class include close vision and the ability to adjust focus.

    Mental Demands

    While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data; thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and projects concurrently; meet intense and changing deadlines given interruptions; interact appropriately with applicants, staff, management, City officials, consultants, vendors, public and private representatives, and others in the course of work; and investigate and resolve interpersonal conflicts.

    WORK ENVIRONMENT

    The employee constantly works in office conditions where the noise level is usually moderate, at or below 85 decibels. Occasional driving is required to attend meetings at various city facilities, training and meeting sites, and public and private events.

    EDUCATION/TRAINING/EXPERIENCE

    Bachelor’s degree from an accredited four-year college or university in Human Resources, Public Administration, or a related field AND two years of professional and technical human resources or risk management experience is required , preferably supplemented by additional coursework or professional certification in human resource functions.

    Recruitment and Selection experience is required along with a general understanding of Classification and Compensation programs. Municipal experience is highly desirable . Familiar with NeoGov or other applicant tracking systems and HRIS/Payroll is a plus .

    LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS

    Valid Class C California driver license, acceptable driving record, and evidence of insurance are required.

    Fingerprinting:

    Applicants who are selected for hire are fingerprinted during the pre-placement processing period. All fingerprints will be processed with the Department of Justice to verify criminal records or absence thereof.

    Physical Examination:

    Employment offers are conditional based, upon the successful completion of a medical examination which may include drug and alcohol screening. Physicals are performed by the City's designated physician at the City's expense.

    Below is a list of key benefits offered to employees of the City of Buena Park and is only a summary of benefits. They are not intended to replace or modify the legal plan documents on file in the Human Resources Department.

    SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.

    RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.

    VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.

    SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.

    HOLIDAYS:An average of eleven (11) holidays per year.

    MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.

    DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.

    VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.

    LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.

    LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.

    EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.

    DEFERRED COMPENSATION PLAN: The City offersone (1) plan administered by Nationwide Retirement Solutions. This is a voluntary benefit with no City contribution.

    WORK SCHEDULE:4/10 or 3/12 alternative work schedule depending upon the work location.

    OC CREDIT UNION: Available to all City employees and their families.

    CHILDCARE ASSISTANCE: $100 per month, per child, is available to all Full-Time City employees with eligible dependents 0 - 5 years of age.
