    POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

    The Utilities Locator I/Utilities Locator II - Temporary position manages the City’s utility locate program and requests from Colorado 811 by identifying, locating, and marking the location of City utilities (e.g. potable water, non-potable water, and fiber optic) to avoid damage, injury, and interruption of service during construction. This is a temporary (up to three (3) years), full time, benefited position in our Public Works and Utilities Department, in the Asset Management/GIS Section.

    It is a mandatory requirement for this position to provide after-hours support. This is a safety-sensitive position. Operating Hours for this position are Monday through Thursday from 6:30 a.m. to 5:00 p.m. with occasional Friday shifts as needed.

    This is a full time, benefited, temporary position and will last for a duration of up to three (3) years. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities and Tasks
    1. Perform utility locates, including:
    • Must be knowledgeable with the use of locate equipment
    • Work independently on field locating and inspection, making decisions exercising technical judgment, and taking remedial action, when needed, performing necessary field tests to verify compliance and quality assurance with technical standards
    • Comply with Colorado’s OneCall Law
    • Review locate tickets to ensure requestors are complying with City’s contactor licensing and permitting requirements
    • Create maps using GIS software to send in response to Engineering and SUE (subsurface utility engineering) locate ticket requests
    2. Communicate with various stakeholders and team members
    • Participate in meetings on projects that are assigned which may include construction projects, capital improvement projects, and utility locate specific projects
    • Coordinate activities with other departments and divisions to ensure that compliance with all applicable City standards and specifications are met, as it relates to utility locates
    • Explain ordinances, codes, regulations, and policies to contractors, homeowners, and other interested parties
    • Investigate and answer requests, suggestions, and complaints from superiors and citizens
    3. Maintain a valid driver’s license, and a safe driving record; maintain a Class A CDL with tanker endorsement and a DOT physical card when applicable
    4. Maintain CPR and basic first aid certifications
    5. Maintain regular and punctual attendance
    Other Duties and Responsibilities
    1. May participate in Public Works and Utilities snow removal program
    Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s discretion.

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Utilities Locator I:
    Required :
    • Graduation from high school or completion of GED
    • Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
    • Minimum two (2) years of experience in the operation of utility locate equipment used in utilities locating
    Preferred :
    • Experience in utilities operations: wastewater collections and/or water distribution
    • Experience in GIS data collection procedures
    • Possession of Class A Commercial Driver License with tanker endorsement at time of hire
    • CPR/first aid knowledge
    • Possession of Utility Locator Certification and/or Colorado Certified Water Professional (CWP)
    • Obtain a Commercial Driver License with the following endorsements within six (6) months of hire: Air Brakes, Tanker, and Combination Vehicle/Class A License
    • Able to pass a DOT (Department of Transportation) physical upon hire and then every two (2) years after
    Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    The position is physical in nature and requires sufficient physical strength and stamina to:
    • Constantly sit to perform daily office tasks, drive to work sites, and stand on all types of terrain; frequently walk over uneven terrain to perform field work
    • Frequently squat, bend, and kneel to perform utility locates or other related tasks Constant stepping up/down to enter and exit vehicles, and climb stairs and ladders; constant actuate mechanism to safely operate vehicles, including standard transmission
    • Normal vision and hearing are needed to perform inspections, office tasks, and observe work area for potential hazards
    • Frequently lift and carry up to 100 pounds 20 feet to move supplies to work sites; occasionally lift 120 pounds to remove manhole covers from ground level; occasionally pushing/pulling up to 100 pounds of material and tools; occasionally pushing/pulling greater than 100 pounds to move crates

    Utilities Locator II:
    • Minimum of five (5) years as a Utilities Locator, or related experience and proficiency in all Utilities Locator I duties, and the possession of a Utility Locator Certification.

    WORKING CONDITIONS
    Work is performed outdoors 75% of the time with constant exposure to extreme temperatures and the remainder of the time indoors. Work is performed year-round with exposure to high voltage in moisture areas and on busy City streets where loud noise or traffic may cause a distraction. Work is very physical in nature and requires a great amount of physical exertion n extreme conditions while working in confined spaces. Exposure to chemicals, fumes, methane gas with limited ventilation, and human and medical waste products also exist. On-call duty is also required for emergency maintenance and snow removal.
    Required Materials and Equipment
    Utility locate equipment, including all forms of electromagnetic locators.

    Benefit Package

    The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

    401(a) Contribution Rates:
    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
    Employer Contribution: 12% of your base pay.

    Employer Contribution Vesting Schedule
    • Less than 3 years - 0%
    • 3 to 4 years - 60%
    • 4 to 5 years - 80%
    • Over 5 years - 100%
    • For employees age 55 and older, the employer contributions are 100% vested
