    The Position

    HEALTH SERVICES INFORMATION SYSTEMS SPECIALIST (LBTB-2025A)

    Under general direction, the Health Services Information Systems Specialist provides information systems assistance to system users for computer related problems; provides application support for a variety of desktop computer equipment; helps users of existing computer systems; develops and maintains training environments and materials and provides role-based education; and performs related duties as required.
    • When this role is assigned to the Identity and Access Management (IAM) team, this role is responsible for providing access and managing the entire access management lifecycle for Contra Costa County Health. This role will also require the employee to complete and receive their Epic Security certification within the first 6 months of employment.
    • When this role is assigned to the Solutions team, this role is responsible for full software product lifecycle, requirements gathering, building speciations, building/installation/ maintenance of application software, data analysis and report development, provision of technical assistance to systems users, and other related duties as required.

    What you will typically be responsible for:
    • Managing user accounts and permissions: create accounts, de-provision users, and complete other tasks.
    • Creating reports, detailing system access and working with asset owners to perform system permission reviews.
    • Enforcing company policies and procedures related to identity and access management.
    • Collaborating with other IAM team members to identify and address identity and access management issues. Maintaining records & reconciliating vendors, providers and other user groups in the systems.
    • Accurately codes new programs or modifies existing programs.
    • Writes database queries, builds reports and dashboards and ETL programming.
    • Meets with customer(s) to discuss and document requests for service.
    • Creates test data and performs necessary tests to validate the accuracy of expected results of developed software.

    The eligible list established from this recruitment may remain in effect for six (6) months.

    Minimum Qualifications

    Education: Possession of a high school diploma, GED proficiency or high school equivalency certificate and at least twelve (12) semester or eighteen (18) quarter units in computer science, or a closely related field from an accredited college or university.

    Experience: Three (3) years of full-time, or its equivalent, experience performing information systems support, application installation and/or programming duties in a health care information systems environment.

    Substitution for Education: Six (6) months of additional qualifying experience may be substituted for the required coursework in computer science.

    Substitution for Experience: Possession of a current professional information technology (IT) industry certification may be substituted for up to six (6) months of the required experience. Limit one certificate for substitution.

    Certification: Employees may be required to obtain and maintain vendor specific certifications on the applications supported. This certification is required within six (6) months of notification from the supervisor.

    DESIRABLE QUALIFICATIONS
    • Knowledge of Identity and Access Management (IAM) principals and best practices - e.g. provisioning, de-provisioning, least-privilege, data owners
    • Experience with core technologies used within the environment - e.g. Windows Active Directory, Outlook, Office 365, EPIC. Proficient in Microsoft Excel and Word.
    • At least two years of experience in identity and access management or a related field.
    • Three years of experience with the Health Service Desk as a technician
    • At least one year of full-time experience performing software applications programming, preferably in a health services environment.
    • Knowledge and experience using MS development tools, C# and MS SQL.
    • Ability to program and write complex reports using SSRS and MS SQL.


    Selection Process

    Application Filing and Evaluation: All applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. Online Oral Interview: The oral interview will measure candidates' competencies as they relate to the job. In the oral interview, candidates must achieve an average passing score of 70% or higher on each of the oral interview competencies, as well as an overall passing score of 70% or higher. These may include, but are not limited to: Self-Management, Delivering Results, Oral Communication, Critical Thinking, Establishing Credibility, and Customer Focus. (Weighted 100%) Tentatively scheduled for the week of June 16, 2025.
