GENERAL DESCRIPTION :
This position is responsible for managing and maintaining the organization's Cisco-based unified communications systems, ensuring secure, reliable, and high-performing connectivity. This role involves configuring and troubleshooting network infrastructure, optimizing voice systems, and collaborating with IT teams to support business operations.
Under the direction of the Operations Manager, this position performs highly complex (senior-level) network systems work. Responsibilities for leading the design, implementation, and optimization of enterprise-scale, geographically distributed network systems. Focused exclusively on project-based initiatives, this role drives strategic infrastructure upgrades, technology integrations, and network transformations outside the scope of routine operations. The engineer serves as a technical lead across complex projects, ensuring scalable, secure, and resilient network solutions, while collaborating with cross-functional teams and providing expert-level guidance throughout the project lifecycle. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Two-year associate degree in a technical field of study or technical/vocational certification in network administration, design, or information systems.
Experience :
Five years of progressively responsible network engineering experience, preferably with a project focus.
NOTE: Experience may have occurred concurrently.
Licensure :
Must possess or obtain within 30 days of employment a valid Texas driver's license.
ACCEPTABLE SUBSTITUTIONS :
Education :
Three or more years of relevant contiguous network experience may substitute for technical certification or sixty semester hours of education.
Experience :
Four or more years of extensive experience in network security, gained through internships, entry-level positions, or project-related tasks can offset educational requirements by one year.
PREFERRED QUALIFICATIONS :

Four-year Bachelor of Science degree from accredited college or university in a network or information technology related field.

Knowledge of switching technologies and protocols such as VLAN, VTP, STP, PVST+, RPVST+, Inter VLAN routing & Multi-Layer Switching, Multicast Operations, Layer 3 Switches, Ether channels, Transparent Bridging.
Knowledge of ACL/access-list, policy/class-mapping, Copper/Fiber Ethernet installation.
Knowledge of WAN optimization and proxy technology platforms and their implementation.
Knowledge of enterprise-level security products, platforms and implementation.
Router Redundancy Protocols like HSRP, VRRP and High proficiency in implementation of routing protocols EIGRP, OSPF, MPLS and BGP.
Core networking concepts, (IE. Configuration of networks, router configuration and wireless security, TCP/IP, VPN, Content Filtering, VLANs, and routing in LAN/WAN, Ethernet Port, Patch Panel and wireless networks.)
