    What You'll Be Doing

    Wake County's Department of Housing Affordability and Community Revitalization is looking for a seasoned Equitable Housing and Community Development Division Director with experience in development and/or finance. The EHCD Division Director will lead strategic initiatives, oversee program execution, support compliance, and regularly engage elected officials and stakeholders to advance housing affordability in Wake County.

    Essential functions:
    • Lead administration of Division programs that increase and preserve affordable housing including the Affordable Housing Development Program, Wake Affordable Housing Preservation Fund, Acquisition Fund (Forthcoming), Neighborhood Revitalization & Public Infrastructure, Public Land Disposition for Affordable Housing, Municipal Engagement and Technical Assistance, Homeowner Rehabilitation Programs, Affordable Homeownership Program, and Loan Servicing and Monitoring
    • Direct the EHCD Division planning process, identifying strategic Division objectives and coordinating the work of EHCD Division program managers and staff to accomplish goals. Continuously monitor and evaluate program performance, recommend and implement improvements, and assure compliance with all federal, state, and local regulations
    • Collaborate with other HACR Divisions and Wake County Departments to form partnerships and integrate services
    • At the direction of the Department Director and Deputy Director, represent the department at stakeholder engagements. Make presentations to elected officials, the public, and other groups regarding Division programs
    • Develop and manage stakeholder relationships with developers, non-profit organizations, and other community groups to facilitate collaboration and create new resources for affordable housing
    • Support annual reporting and planning processes including coordinating data for the Annual Housing Report, CAPER, Annual Action Plan, and Consolidated Plan

    Wake County Department of Housing Affordability and Community Revitalization’s goal is to ensure that quality affordable housing is available for all Wake County residents. As the population and economy continue to grow in Wake County, the need for affordable housing development and preservation increases. Not only do more units of affordable housing need to be built, housing services must be provided to support families and individuals to access or maintain safe, decent, affordable housing. The Equitable Housing and Community Development (EHCD) Division leads efforts in affordable housing development, preservation, homeownership, and neighborhood revitalization. It administers key initiatives such as the Affordable Housing Development Program, the $61 million Preservation Fund, and new municipal partnerships and homeowner rehab programs-leveraging both federal and local funding.

    The Basics (Required Education and Experience)

    • Bachelor's degree in Human Services, Health or related field
    • Six years of housing affordability development and administration experience including at least two years of supervisory experience
    • Equivalent education and experience are accepted

    Beyond the Basics (Preferred Education and Experience)

    • Graduate Degree in Real Estate, Finance, Public Administration, Business, Urban Planning or related field
    • Seven years of experience in affordable housing and community development
    • Prior management and leadership experience
    • Experience working with HUD entitlement grant funds
    • Experience with Low Income Housing Tax Credits
