    The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services.     Position Duties

    The Department of Public Works is currently seeking to fill one ( 1 ) Senior Construction Inspector position in the Engineering Services Division.

    Salary range for this classification is:

    • Senior Construction Inspector : $ 51.32 - $ 62.43 / hourly


    This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

    Engineering Services Division (ES)

    The Senior Construction Inspector(s) assigned to the Materials Testing Lab (MTL) in the Engineering Services Division is responsible for coordinating, supervising, and performing materials testing of various construction materials to ensure compliance with City Standards and Specifications and project special provisions . Under the supervision of the Associate Engineer, the candidate will perform the key responsibilities listed below.

    Key responsibilities include, but are not limited to the following:

      • Reviews and interprets project plans and specifications to determine proper testing requirements and standards.


      • Will serve as MTL’s Lab Supervisor to fulfil the requirements of ASTM D3666 - Minimum Requirements for Agencies Testing and Inspecting Road and Paving Materials in order to maintain MTL’s lab accreditation through the AASHTO Accreditation Program (AAP).


      • Performs complex construction materials testing conforming to stringent test procedures established by ASTM, CALTRANS or AASHTO.


      • Participates in AASHTO:resource and Concrete Cement Reference Laboratory (CCRL) Proficiency Sample Programs, as well as the California Department of Transportation (Caltrans) Reference Sample Program (RSP), and other round robin programs that align with MTL’s scope of services.


      • Performs and/or oversees geotechnical laboratory related services involving soil testing, soil classification, and completing accurate log of boring reports.


      • Supervises and leads the work of Associate Construction Inspectors, Construction Inspectors I-II, and student interns.


      • Plans, assigns, and supervises the daily schedule and work performed by laboratory personnel to ensure compliance with appropriate test methods, conformance to MTL Quality Assurance practices, and high productivity.


      • Ensure testing needs are done and delivered on time and on budget.


      • Reviews and approves all test results for completeness, accuracy, including calculations, conducted by the MTL lab personnel prior to submitting to the Engineer for approval.


      • Utilizes the City’s Laboratory Management System (LMS) and MTL’s digitization reporting standard operating procedures (SOP’s) to submit test reports.


      • Represents MTL in complex dispute resolution proceedings.


      • Internally evaluates and certifies personnel competency in conformance with AASHTO Accreditation Program (AAP).


      • Provides formal and informal training of personnel in performing materials testing, construction materials inspection, construction materials technology, as well as safety and administrative procedures.


      • Assists MTL management in researching and implementing new test methods to expand MTL testing capabilities and to improve efficiency.


      • Supervises internal and external equipment maintenance and calibration schedule and frequency to ensure all laboratory equipment conforms to the standards of calibration/verification parameters.


      • Assists MTL management in preparing and maintaining records for MTL’s accreditation programs.


      • Oversees proper handling and disposal of hazardous materials in accordance with the facility’s Hazardous Materials Business Plan (HMBP).


      • Leads a team effectively using exceptional interpersonal skills to encourage collaboration and mutual respect while maintaining a positive group dynamic.


      • Possesses exemplary communication skills and professional responsiveness to workplace communications.

    Minimum Qualifications

    Education : Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate)

    Experience : Six (6) years of increasingly responsible sub-professional engineering/construction inspection work, including two (2) years preparing engineering drawings, contract specifications, and cost estimates; drafting and structural detailing for plans; construction or infrastructure inspection; or field surveying.

    Acceptable Substitution : Completion of a terminal curriculum in engineering technology or equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the remaining four (4) years of required experience.

    Required Licensing : Possession of a valid State of California driver’s license.

    Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
