    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.

    Primary Duties and Responsibilities

    GENERAL PURPOSE: Under general supervision, performs complex administrative and technical activities related to Community Services Cemetery division, including operations, sales, and sensitive customer interactions.

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Coordinates the operations and activities of the Cemetery division, including sales, records, and databases.
    • Processes highly complex transactions; proactively works with customers and external agencies to resolve difficult and sensitive inquiries, complaints and requests for services; responds to situations requiring extensive knowledge of City ordinances and policies.
    • Explains technical and financial information and provides advice and assistance to customers, external agencies, and City staff.
    • Manages special projects as directed; collects financial, technical and administrative information and compiles data for reports. Updates and corrects operational and statistical databases; prepares and submits financial and technical reports as required.
    • Oversees complex records management systems specifically related to the Cemetery division.
    • Monitors and reports expenditures, tracks account balances, reconciles invoices and purchase card statements. Performs cash handling and reconciliation of payments.
    • Prepares cost estimates for budget recommendations and submits justification for budget items; assists in maintaining the proper budgetary controls; advises and updates management on budget related activities.
    • Works with staff to identify purchasing needs and ensures procurement policies and procedures are followed.
    • Prepares various forms of communication, including memos, letters, presentations, press releases, etc. for customers, City staff, and other organizations.
    • Schedules meetings and appointments; prioritizes and resolves complex issues; prepares agendas and presentation materials and prepares summaries.
    • Reviews and evaluates the effectiveness of operations of assigned area and compiles information in reports for recommended process improvements within scope of authority.
    • Addresses sensitive and confidential matters and materials; prepares responses based on established operational policies and procedures; routes urgent and/or time sensitive materials to appropriate individuals; and maintains filing systems for related records, procedures, manuals, and materials.
    • Performs other duties as required.


    Minimum Qualifications & Position Requirements

    Education and Experience:

    Bachelor’s degree in Public Administration, Parks and Recreation, Business, Human Services or related field and three (3) years’ experience in local government, administration, or parks and recreation; OR an equivalent combination of education and experience.
    Necessary Knowledge, Skills and Abilities:
    Knowledge of:
    • Applicable federal, state, and local laws, rules, ordinances, statutes, and regulations

    • Principles and practices in assigned area of responsibility including records and program management and budget development
    • Analysis and research methodology
    • Statistical computations, concepts, and methods
    • Principles of group dynamics and human behavior
    • Principles of confidential records and file management
    • City organization, operations, policies and procedures

    • Interpreting and applying City policies and procedures and codes and explaining to customers
    • Operating a personal computer utilizing a variety of business software and databases
    • Presenting information clearly and concisely to various audiences

    Ability to:
    • Handle complex customer interactions that are oftentimes highly personal and emotionally charged
    • Understand, interpret and apply relevant federal, state and City rules and regulations
    • Effectively handle conflict and sensitive customer issues
    • Collect, correlate, and analyze data; prepare summaries, recommendations, and reports
    • Effectively manage time
    • Perform extensive research, make independent analysis, and report findings
    • Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions
    • Read, analyze and interpret policies and procedures, general business periodicals, professional journals, technical procedures and government regulations
    • Calculate figures and amounts such as discounts, interest, proportions, percentages, add, subtract, multiply and divide in all units of measure using whole numbers, fractions, and decimals
    • Maintain confidentiality of information
    • Work under pressure of deadlines
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work
    12 Month Goals:
    • Familiarize yourself with Cemetery municipal code and cemetery procedures for all aspects of the cemetery sales and logistics.
    • Learn how to utilize the CemSites software for record and cemetery management.
    • Initiate monthly meetings with Parks staff to discuss cemetery operations.


    Additional Information

    Special Requirements: Possession of a Valid Arizona Driver’s License
    Work Schedule: Monday-Friday 8am-5pm

    Physical Demands / Work Environment: Work is primarily performed in an office environment; may occasionally be required to work outdoors to assist customers.

    Supervision Exercised: May supervise office clerical staff
