    Description

    Performs highly complex cost estimating assignments and estimating quality assurance audits for planning, designing, building, operating, and maintaining Metro's transportation projects; supervises both internal and external project specific estimating teams; participates in identifying best practices for continuous improvement; and ensures that Metro employees', passengers', and the general public's safety is the primary consideration.

    The Senior Manager, Estimating, performs highly complex cost estimating assignments for budgeting, planning, designing, and constructing Metro's projects. The position supports the cost-estimating department with administrative duties such as updating and maintaining cost databases and procuring cost-estimating software, licenses, and subscriptions.

    Examples of Duties

    • Performs highly complex cost estimating assignments and estimating quality assurance audits for planning, designing, building, operating, and maintaining Metro's transportation projects
    • Performs technical quality reviews and evaluates cost estimates' deliverables and cost analysis performed by assigned staff
    • Serves as Estimate Project Team Technical Lead and serves as a technical expert in cost estimating and analysis work
    • Supervises lower-level cost estimators
    • Supervises consultant estimating teams regarding technical compliance with Metro's statement of work, technical specifications, estimating standards, and project objectives
    • Supervises project specific estimating teams that are internal to Metro Estimating and integrated Metro and consultant estimating teams in project field offices
    • Evaluates accuracy and quality of estimating staff quantity takeoffs
    • Reviews, interprets, and comments on major project designs, drawings, and statements of work developed by user departments and consultants
    • Prepares and presents technical cost estimating reports
    • Participates in price negotiations
    • Conducts construction/project site visits, making notes of the project site such as geographical features, access to infrastructure, resources needed, and other relevant information in order to make a comprehensive project estimate
    • Adheres to department/unit budget, goals, strategic plan, and schedules which comply with agency-wide fiscal responsibility
    • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Engineering or Construction Management, Public Administration, or a related field
    Experience
    • Six years of relevant experience or three years of relevant supervisory-level experience in cost estimating or contract pricing for major capital projects
    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • California Professional Engineering (PE) License, ASPE (American Society of Professional Estimators) Professional Estimator Certification, or AACE (Association for the Advancement of Cost Engineering) Estimating Professional Certification preferred
    • Exposure to physical hazards during site visits

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:
    • Experience developing Basis of Estimate reports.
    • Experience in maintaining and updating cost databases using Microsoft Excel and Sage (Estimating) or similar software.
    • Experience procuring cost-estimating software, licenses, and subscriptions such as RSMeans, Equipment Watch, and Sage (Estimating) or similar software.


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and practices of construction, engineering, cost estimating, and contract pricing
    • Applicable local, state, and federal laws, rules, and regulations
    • Construction methods for rail transit guideways, highways, streets, bridges, buildings, reinforced concrete and steel structures, and equipment relating to transportation systems
    • Engineering and construction concepts and techniques
    • Construction methods for storm drain, sewer, and water, power, and communication utilities
    • Construction industry codes and unit cost data
    • Sources of estimating data in the construction industry such as labor and equipment productivity rates, composition of standard crews, construction cost indexes, etc.
    • Applicable business software applications
    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Developing construction labor rates with all fringe benefits, payroll taxes, and insurance
    • Developing work plans for individual construction activities
    • Analyzing situations, identifying problems, problem solving, and recommending solutions
    • Exercising sound judgment and creativity in making decisions
    • Determining strategies to achieve goals
    • Preparing comprehensive reports and correspondence
    • Communicating effectively orally and in writing
    • Interacting professionally with various levels of Metro employees and outside representatives
    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Compile, analyze, and interpret complex technical and cost data
    • Supervise, train, and motivate staff and provide technical guidance
    • Mediate and negotiate consensus solutions
    • Make financial decisions within a budget
    • Understand, interpret, and apply laws, rules, regulations, policies and procedures, contract terms and conditions, engineer drawings, and technical statements of work
    • Read, write, speak, and understand English

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
