    Job Summary

    The Mohave County Development Services is looking to fill a Planner position within the series below.

    Planner I -->Starting Salary -Range 17, $25.65
    Planner II --> Starting Salary - Range 19, $28.28Planner Senior --> Starting Salary -Range 21, $31.18



    The Planning and Zoning Division facilitates land development which is beneficial to Mohave County and its residents. Title 11 Chapter 6 of the Arizona Revised Statutes provides the legal requirements and responsibilities for planning and zoning activities in the County. The division develops and maintains a General Plan, a Zoning Ordinance, and Subdivision Regulations to comply with the statutes. The division seeks to provide excellent customer services by assisting developers and the general public in navigating the requirements while furthering public health and safety.

    This position will have interaction with the public at the counter, on the phone and in the field. Will also speak and present before the Planning and Zoning Commission meeting. Will require some travel for possible trainings and to conduct postings in more rural areas such as the AZ Strip.

    • Monday through Friday, 8am to 5pm
    • No weekends or holidays
    Some working conditions:
    • Frequent lifting of objects weighing 25 to 50 pounds.
    • Intermittently, sitting, standing , and stooping.
    • Significant field work and frequent travel to various sites throughout Mohave County required.
    • Work performed in very noisy environment.


    Essential Job Functions

    • Reviews, researches, coordinates, and analyzes land use proposals of all kinds, including subdivisions, master planned projects, site plans, rezones, zoning use permits, variances, text amendments, manufactured home parks, recreational vehicle parks and parcel plats review, and the various applications related to them.
    • Conduct or contribute to performance evaluations and may participate in hiring processes.
    • Reviews community and land development documents and proposals for adherence to established laws, rule, and guidelines with special insight into County’s goals and policies.
    • Reviews, researches, analyzes, and processes preliminary plans and final maps of subdivisions submitted to the county for approval, and provides written recommendations and reports on those proposals.
    • Reviews planned community applications, rezone requests, use permit application and variances.
    • Reviews, coordinates, and analyzes General Plan and Area Plan development, update, and amendment.
    • Drafts text amendments to plans and regulations of all types.
    • Researches and collects data for studies using surveys, interviews and other sources.
    • Assists the public and responds to requests and inquiries regarding zoning requirements, data, rules and regulations or other matters related to Planning & Zoning activities and projects.
    • Performs field evaluations with respect to projects and applications.
    • Verifies accuracy of legal descriptions.
    • Prepares information items and resolutions, reports, and special presentations, including but not limited to GIS mapping elements, and charts, as assigned.
    • Prepares materials, to include reports and recommendations, for presentation to the Board of Adjustments, Planning and Zoning Commission, Board of Supervisors, hearings, and public meetings.
    • Conducts public meetings, as assigned, through community outreach efforts, particularly in the implementation of various plans and community proposals of interest to the county and department.
    • Attends Planning and Zoning Commission, Board of Supervisors and Board of Adjustment meetings and performs formal presentations.
    • Organizes, conducts, and attend public high-level meetings and hearings, and meets with authorized agents and agencies, property owners, developers, engineers, consultants, experts, staff and other data providers to gather information, review and present recommendations, make decisions concerning land uses, determine compliance with the General Plan/Area Plan and land use regulations and applications.
    • Conducts special studies and assignments as required on various planning and zoning activities and projects to include census and other demographic analysis and mapping.
    • Maintains land planning records, files, and maps.
    • Coordinates cartographic and graphic work.
    • Coordinates the recording of documents, collects fees and assists the public with inquiries.
    • Utilizes and applies computer applications in the performance of tasks associated with fulfilling work assignments to include implementation and operation of Geographic Information Systems (GIS).


    Minimum Qualifications

    Planner I:
    • A Bachelor's Degree in urban or regional planning or related applicable field.
    • Planning experience (including internship, or work study in urban or regional planning in general or specialized fields).
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


    Planner II:
    • Bachelor's Degree in urban or regional planning or related applicable field.
    • Three (3) years of experience in urban or regional planning in general or specialized fields.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

    Preferred:
    • Possession of valid certification through the AICP (American Institute of Certified Planners) desirable.


    Planner Senior:
    • A Bachelor's Degree in urban or regional planning or related applicable field.
    • Five (5) years (need not be continuous service) of experience in urban or regional planning in general or specialized fields.
    • One (1) year supervisory experience.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
    Preferred:
    • Possession of valid certification through the ACIP (American Institute of Certified Planners) desirable.
    • Additional degrees or work experience in the fields of law, engineering or surveying, public relations, or other related fields.
    • A Master’s Degree in urban or regional planning or closely related field.


    Knowledge, Skills & Abilities

    • Principles, practices and techniques of community planning and zoning.
    • Economics, public finance, and sociology as applied to community planning.
    • Principles and practices of engineering and physical design as applied to community planning.
    • County, state and federal laws, rules and regulations pertaining to community planning, industrial development, and community conservation.
    • General Plan elements, structure, and formulation process.
    • Land use regulations and zoning codes, their structure and application.
    • Graphic techniques and topographic mapping.
    • Basic and advanced statistical methods.
    • The applications of data processing techniques to planning and zoning systems.
    • Project management techniques and process.
    • Knowledge of Mohave County's Land Use and Community Planning history, procedures and practices
    • Citizen involvement techniques and processes
    • Navigating the complex aspects and nuances of regulatory administration and application of ordinances in a public setting.
    • Working with customers, applicants, other agencies, internal employees, with problem solving and creative solutions being a high priority.
    • Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers
    • Precise attention to detail.
    • Application processing.
    • Utilizing computer systems and applications, personal computers, networked system, Internet, and GIS in the performance of work assignments, such as graphics, word processing, databases, and electronic spreadsheets.
    • Apply the principles and practices of urban or regional planning.
    • Discern how rural planning may differ from other planning specialties.
    • Research issues, compile and analyze data including statistical information.
    • Prepare complex reports utilizing supporting graphs, charts, maps, spreadsheets, and/or database details.
    • Present clear and concise oral and written technical reports in support of findings, and/or recommendations or conclusions.
    • Understand and implement advanced planning methods, programs, and functions.
    • Provide functional supervision of junior staff.
    • Schedule and conduct meetings with advisory boards, elected officials, and/or the interested public.
    • Establish and maintain effective working relationships with department personnel, County departments, planning agencies and the public.
    • Interpret planning requirements and objectives to interest groups and the general public.
    • Plan, organize, coordinate and present urban and regional planning projects and conduct technical research on economic, sociological and planning problems.
    • Interpret and utilize current planning information pertaining to work assignments.
