    Job Details

    Under general direction, responsible for the development, maintenance, and tracking of the Health Services Department fiscal information and data; performs a variety of administrative and staff management duties; assigns, schedules, coordinates, supervises, and evaluates the work of assigned staff; performs a variety of difficult, complex, and specialized information gathering, organization, analysis, and presentation assignments; and performs related duties as assigned.

    Minimum Qualifications

    Education and Experience:

    Bachelor’s degree from an accredited four-year college or university with major coursework in accounting, finance, business administration, or a closely related field.

    AND

    Three (3) years of full-time increasingly responsible analytical experience in functional areas such as personnel, fiscal, staff development, or data processing analysis work, including at least three (3) years preparing fiscal recommendations and financial reporting.

    Experience in fund accounting and experience in a lead or supervisory is preferred.

    Additional directly related experience and/or education may be substituted.

    HEALTH SERVICES ADMINISTRATIVE MANAGER
    DEFINITION
    Under general direction, responsible for the development, maintenance, and tracking of the Health Services Department fiscal information and data; performs a variety of administrative and staff management duties; assigns, schedules, coordinates, supervises, and evaluates the work of assigned staff; performs a variety of difficult, complex, and specialized information gathering, organization, analysis, and presentation assignments; and performs related duties as assigned.

    DISTINGUISHING CHARACTERISTICS
    This is a highly specialized management classification that oversees the fiscal and administrative services of the Health Services Department. Incumbents have responsibility for fiscal management, payroll, personnel, and a variety of administrative and support services in the department. Responsibilities also include overseeing, supervising, and performing a variety of fiscal, administrative, and staff management functions.

    This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the Health Services Director. Exercises direct and general supervision over professional, technical, and/or administrative staff.

    EXAMPLES OF ESSENTIAL DUTIES

    • Serves as Chief Fiscal Officer for the Health Services Department with responsibility for fiscal controls, reporting, and records development and maintenance.
    • Oversees the development, maintenance, and tracking of the Health Services Department budget and fiscal information.
    • Ensures proper maintenance of a variety of fiscal and budget control journals and records.
    • Keeps Health Services Department management aware of budget and fiscal status, including expenditure levels and the need to adjust expenditures for specific programs and operational areas.
    • Implements cash management strategies.
    • Coordinates department fiscal data and information with the Auditor-Controller and other fiscal control agencies, such as the state and federal government.
    • Performs a wide variety of administrative and staff support functions.
    • Assists with long term planning and establishing of Health Services Department goals and performance objectives.
    • Performs a variety of accounting work.
    • Works with and maintains computerized financial management systems.
    • Establishes and updates information retrieval systems.
    • Coordinates lease agreements and contracts.
    • Gathers, organizes, analyzes, and presents data and information for review and action by Health Services Department management.
    • Oversees, coordinates, and performs a variety of administrative and support functions.
    • Develops and implements department procedures relating to accounts payable, accounts receivable, cost tracking/identification, and other administrative services.
    • Develops or revises work practices and regulatory and procedure manuals to ensure efficiency and conformance with technical requirements and management direction.
    • Explains policies and procedures of the department and/or specific work area.
    • Provides supervision, training, coordination, scheduling, and work evaluations for assigned staff.
    • Determines the need for staff training.
    • Schedules and monitors workload to ensure completion.
    • Develops or revises work practices and regulatory and procedure manuals to ensure efficiency and conformance with technical requirements and management direction.
    • Arranges for additional staffing to meet established objectives.
    • Establishes and updates administrative records and summaries, such as budget, personnel, payroll, and workflow records.
    • Performs special projects.
    • May coordinate and facilitate department purchasing procedures.
    • May have responsibility for the development, control, maintenance, and reporting for special grants and special funds.
    • Operates and may oversee the operation of automated office equipment and systems.
    • Directs the development of a variety of reports.
    • Oversees facility operations.
    • Represents the Health Services Department with other County departments, government organizations, advisory task forces, and the public, as delegated.

    MINIMUM QUALIFICATIONS
    Knowledge of:
    • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
    • Principles and practices of leadership.
    • General accounting theory, principles, and practices and their application to a variety of accounting transactions and problems.
    • Laws, rules, regulations, and policies affecting the financial operations and transactions of the Health Services Department.

    • Computerized financial management systems, spreadsheets, and other data management systems, and word processing.

    Positions in this class may require local and statewide travel as necessary.

    RETIREMENT - County employees are members of the California Public Employee Retirement system (CalPERS).CalPERS provides a defined benefit pension at retirement for County employees.The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification.     HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.

    VACATION ACCRUAL may be adjusted for current city or county government employees.

    VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.

    SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.

    HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.

    SALARY - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range.

    SOCIAL SECURITY - County employees participate in Social Security.

    CALIFORNIA STATE DISABILITY INSURANCE - SDI is available to some County employees.

    DEFERRED COMPENSATION PLANS and CREDIT UNION MEMBERSHIPS are available to County employees.

    Kelseyville Pear Festival
    Held every year on the last Saturday in September in the quaint town of Kelseyville, the event features pear activities and pear packing competitions, cooking demonstrations and pear tastings, quilt show, arts and crafts, fine art show and sale, children’s activities, mule-drawn wagon rides, food, antique tractor exhibit, live music, a parade, and the “Pear Pavilion.” Lake County is the largest supplier of premium fresh pears in California.
