DescriptionCharleston County GIS is seeking an entry-level GIS professional with strong communication skills to support the County’s Addressing Program. This role is ideal for someone looking to build their GIS career while directly engaging with the public and County departments. The GIS Technician will be responsible for creating and maintaining address point data, updating street information, and assisting customers (especially through phone calls) to resolve address-related issues.
HIRING SALARY RANGE: $50,731.20 - $ 58,988.80 (Estimated Annual Salary) APPLICATION DEADLINE: OPEN UNTIL FILLED-APPLICATION REVIEW BEGINS IMMEDIATELY Duties and Responsibilities- Uses TheAddresser GIS software to create and update address points following national, state, and local 911 addressing standards.
- Serves as the primary point of contact for citizens, businesses, and County departments regarding address requests, handling inquiries primarily via phone calls, emails, and Survey123 requests.
- Maps and edits street centerline features based on information from municipalities and new developments.
- Maintains the Reserve Street Name database by recording 911 approved street names and updating statuses when needed.
- Maintains the street range database and distributes new street information to appropriate parties.
- Uses the Energov permit system to run reports and make updates to address point classifications.
- Uses quality control checks and reporting tools to maintain integrity of address and street data.
- Performs field checks and uses reporting tools to maintain accurate addressing data.
- Works closely with 911 services to resolve address discrepancies and send change-of-address notifications to affected residents.
- Assists the Planning Department in reviewing subdivision plats, ensuring new addresses and easements meet County standards.
- Uses County systems to research plats for address and street name issues.
- Provides guidance to users and citizens on GIS tools and websites.
- Produces hardcopy thematic and reference maps according to needs.
- Participates in the Emergency Operation Center during training exercises and actual emergencies.
- Attends professional meetings and training sessions to stay updated on GIS technology trends.
- Supports GIS projects and performs additional duties as needed.
Minimum Qualifications- Minimum Qualifications:
Bachelor's degree in Geographic Information Systems or a closely related field with 1 year of technical experience or an associate degree with at least 2 years of technical experience or a combination of equivalent education and experience that provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities- Demonstrated knowledge of GIS concepts and proficiency in GIS software, particularly ArcGIS Pro.
- Proven experience in creating and editing GIS data, with a documented history of using GIS in professional or academic settings.
- Strong cartographic skills, capable of designing both reference and thematic maps effectively.
- Knowledge of addressing standards and performing plat review is highly preferred.
- Excellent communication and customer service abilities, effective in both written and verbal.
- Strong interpersonal skills, with the capability to build and maintain positive working relationships with colleagues at all organizational levels and with the public.
- Self-motivated with the ability to effectively manage tasks independently with minimal supervision.
