job description OVERVIEW: The Economic and Workforce Development Department (EWDD) is accepting applications to hire one (1) Chief Grants Administrator. The position is assigned to the Economic Development Division (EDD) and administer a major function of the operation of the Real Estate and Asset Management Group.
The duties of the Chief Grants Administrator position include, but are not limited to the following:
- Plan, develop, monitor, and implement a variety of programs and/or projects related to redevelopment, real estate transactions and economic development; prepare and review marketing materials and email campaigns related to redevelopment, Downtown revitalization and economic development programs and projects; coordinate negotiations and transaction activities for all real estate and economic development projects; provide recommendations and reports on disposition of City-owned properties or potential property acquisitions; monitors and provides the Assistant General Manager with timely updates on City Agreements and Operating Covenants; develop and maintain an accurate inventory of City-owned land, buildings, and parking areas targeted revitalization areas.
- Foster dialogue and serves as the direct business liaison to developers, property managers, and tenants regarding project timelines and submittals; evaluate and recommends redevelopment and economic development projects; serves as a staff liaison to City departments, state agencies, cities, local businesses, developers, and community groups regarding real estate development matters; collaborate with staff and consultants to identify streamlined processes and development strategies for helping businesses navigate required permits and approvals and secure financing for projects; assist public and private agencies in evaluating real estate development needs, identifying and securing available resources, and developing strategies, projects, and programs; assists with developing policies and procedures; develop and manage requests for proposals for professional and/or contracted services; prepares scope of work; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.
- Represents the City, Department and Division at meetings and intergovernmental and community task forces; conducts one on one meetings with businesses, makes presentations to community leaders and community organizations to solicit interest and support for the various Economic programs to create vitality and increase economic opportunities to the residents of the City of Los Angeles.
- Supervises, and establishes overall standards of performance, for subordinate professional and support staff engaged in planning, designing, administering and evaluating economic development programs and services.
- Draft transmittal reports to Mayor and City Council. Direct the collection and maintenance of data to draft accurate fiscal and programmatic reports. Prepares and submits staff reports and correspondence regarding assigned activities to the City Council and various commissions and committees.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field related to the area of assignment; researches emerging products and enhancements and their applicability to City needs.
- Assists in development of grant applications including budget and contract preparation.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS: A Bachelor’s Degree from a recognized and accredited four-year college or university (preferably in business, public administration or communications) and relevant professional leadership experience in supervising or managing employees engaged in the design, implementation, administration and evaluation of employment programs.A thorough knowledge of the principles and practices governing economic development, Workforce Innovation and Opportunity Act policies and guidance, and knowledge of best practices for workforce development programs.Experience in developing policies and procedures for real estate projects and programs, and will be required to interpret and implement.A valid California driver’s license and a good driving record are required.

exempt employmentIf employment is said to be exempt, it is meant that the employment is exempted from the civil service provisions of the City Charter. In order to receive a regular civil service appointment, employees must have successfully participated in a civil service examination, received a high enough score on the examination to be placed on and receive an appointment from an eligible list, and they must serve a probationary period. Exempt employees do not compete in a civil service examination, they are not placed on an eligible list and receive an appointment from that list, nor do they serve a probationary period. General Information About Exempt EmploymentExempt employees serve at the will of the appointing authority, and as such, they may be discharged, suspended or otherwise disciplined without cause. Exempt employees have no property interest in their employment, and any procedural benefit or other prerogative extended to them by their appointing authority is not intended to create and does not create any such property interest. No officer or employee of the City may make to any other officer or employee any representation of a property interest in employment which does not correspond to Charter provisions unless the City Council, by ordinance, permits such representation. No unauthorized representation can serve as the basis of an employee's reliance on, or expectation of, a property interest.
Employees Seeking To Become Civil Service EmployeesThere is no protective leave for an exempt employee appointed to a civil service position. Upon receiving a civil service appointment and passing probation, the former exempt employee will be subject to the Civil Service provisions described in Article X of the City Charter. Upon appointment, the civil service employee will begin to accrue displacement and layoff seniority on the first day of his/her civil service appointment and may file for promotional examinations for which s/he qualifies. A full or half-time exempt employee appointed to a full or half-time civil service position continues to: contribute to the Retirement System; accrue vacation time; accrue sick time; receive anniversary date salary increases; and, receive health and dental benefits identical to those received in the civil service position.
