    Senior Systems Engineer

    ***A 5% salary increase is scheduled for July 7, 2025***

    The Information Technology Department is seeking an experienced Senior Systems Engineer who will join a team of skilled, customer-service oriented professionals, and will be a key contributor to providing high-quality support and coordination with all City business units, including the Police Department; and will enjoy using their extensive knowledge of IT security concepts and controls to protect the City's investment in IT technology and its data.

    What you will be doing:
    As a Senior Systems Engineer, you will analyze, plan, and support the City’s information systems and technical infrastructure, managing various networks, applications, and hardware. You will provide guidance or direction to technical support staff, lead customer support initiatives, and ensure the security and operational integrity of the network and systems. Additionally, you will assist in project management and collaborate with application teams throughout project lifecycles.

    We are looking for someone who:
    • Configures and manages a virtual server environment
    • Has VMware, Cisco, HP/Dell server experience
    • Administers VPNs (virtual private networks), firewalls, and intrusion prevention and detection, and associated software
    • Evaluates and resolves complex technical problems and make critical decisions under time constraints
    • Successfully manages and prioritizes multiple tasks and projects.
    • Communicates effectively, orally and in writing, including communicating technical information in business-friendly and user-friendly (non-technical) terms
    • Has experience with Budget and procurement of licenses, goods, and services.
    • Observes safety principles and works in a safe manner.

    SELECTION PROCESS
    1. Submit a completed City of Concord application and the required supplemental question responses online at www.cityofconcord.org . Only application materials submitted online during the filing period will be accepted.
    2. All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be invited to a panel interview. If you are selected to participate in the panel interview and are unavailable, we regret that we will not be able to reschedule you.
    3. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 months.

    Conviction History and Background Investigation:
    If you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances.     Appointments to this position are also subject to a polygraph and background investigation coordinated by the Concord Police Department. The following list describes some areas that are covered in the investigation.

    •Your relatives, references, and acquaintances are asked to comment on your suitability for the position.
    •The information supplied regarding your educational history is examined and verified.
    •You must list a history of your residences.
    •Your work history and experience are examined with regard to your dependability, relationships with fellow workers, trustworthiness, and general job performance.
    •Military service records are subject to verification.
    •The background investigation considers your management of personal finances (however, being in debt does not automatically disqualify you).
    •Your criminal, driving, and insurance records are evaluated. Felony convictions will be grounds for disqualification from the selection process.
    •If you have a history of recent or prolonged use of illegal controlled substances (i.e., Cocaine, Methamphetamine, Marijuana, etc.), you may be dismissed from the process.
    Deliberate misstatements or omissions can and often will result in your application being rejected, regardless of the nature or reason for the misstatements/omissions. In fact, the number one reason individuals fail and/or are disqualified during the background investigation is because they deliberately withhold or misrepresent job-relevant information.     Leads and administers daily backup of City networks, adding, deleting, and changing users, purging files, and monitoring various servers for available capacity; analyzes work requests and sets priorities.Monitors performance of Wide Area Networks, Local Area Networks, and supporting hardware, including routers, servers, workstations, and fiber network.Construct new servers and workstations from component parts.Confers with users for the purpose of assessing output requirements, data processing frequency, volume of data, and other factors used to determine the need for technology support.Performs research and analysis necessary for developing appropriate recommendations regarding hardware/software configurations and interfacing with other networks, WANs, LANs, client servers, andmicrocomputers.Makes recommendations regarding microcomputer system configurations and interfacing, considering policy standards, user needs, and the capabilities and limitations of hardware and software.Coordinates with users, Finance, Purchasing, and vendors regarding the acquisition, installation, and servicing of microcomputer systems.Confers with users to identify training needs and coordinates the procurement and scheduling of hardware and software orientation and training.Performs demonstrations of microcomputer systems and communications hardware and software.Confers with users regarding operating problems, performs routine troubleshooting, and identifies alternative courses of action; assists users in securing resources and services necessary to resolve problems.Keeps informed regarding new technology and the ongoing development of WANs, LANs, networks, client servers, microcomputer systems and related hardware and software, and software applications; acquires and distributes pertinent information to user departments.As assigned, acts as project manager on complex systems development, evaluation, and installation projects.Provides input on the work appraisals and performance evaluations of junior level employees in the network center; recommends solutions to employee complaints.Promotes the City’s Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.Performs other work as assigned.

    Qualifications

    Knowledge and Abilities

    Working knowledge of the various principles, procedures, practices, techniques, trends, and nomenclature associated with Wide Area Networks, Local Area Networks, and other associated microcomputer systems; of the capabilities and limitations of related hardware including internal memory, video-display terminals, printers, disk drives, routers, servers, fiber optics, network switches, and internal and external communications devices; of the capabilities and limitations of various operating systems, particularly Novell Netware, and Microsoft Windows NT, Exchange, and Office Suite; of the capabilities and limitations of various software alternatives, such as pertaining to word processing, electronic spread sheet, video text, data base, and programmed instruction; and of various training and industry information resources. Thorough working knowledge of Token ring, Ethernet, and all communication protocols used in the Wide area network. Knowledge of Thin Client technology as it applies to the City’s Citrix server. Working knowledge of trouble shooting techniques, diagnostics, and repair of network, and communications problems.

    Ability to identify and conceptualize user information needs, work flow requirements, data acquisition problems, and related microcomputer system configuration requirements; to work effectively with hardware and software vendors; to demonstrate the operation of a variety of related hardware and software; to apply criteria regarding microcomputer applications; to install, trouble shoot, and maintain Microsoft NT, Exchange and SQL operating systems; to perform effectively under the conditions associated with the work; to meet the physical demands of the work; to develop and maintain appropriate documentation; to work with and maintain the confidentiality of sensitive information; to communicate effectively orally and in writing; to establish and maintain cooperative and effective relationships with those contacted in the course of work; and to be flexible and adaptable in an environment of rapidly changing technology.

    Education/Experience

    Education: Possession of a Bachelors Degree in Computer Science or a related discipline or equivalent training with specific coursework in Wide Area Network administration, Novell and Microsoft operating systems, router, switch, and server design and capabilities. Novell and Microsoft certification desirable.

    Experience: Three years of employment with significant responsibilities for Wide Area Network maintenance and support, trouble shooting, for consultation with potential microcomputer users and assisting them in the identification and procurement of appropriate microcomputer system hardware, software, communications configurations, and training; and preferably including responsibility for leading the work of others.
