The
Planning, Building, and Environmental Services (PBES) department partners with the community to promote the health, safety, and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. PBES is comprised of nine divisions: Planning, Building, Engineering & Conservation, Environmental Health, Natural Resources, Code Compliance, Parks, Administrative and Technical Support. The Code Compliance Division is responsible for enforcing the State and County Codes, which include the Zoning Ordinance and the California Building Codes pertaining to private residential and commercial properties in the unincorporated areas of Napa County. Code Compliance staff coordinates with the other Divisions in PBES as well as Public Works, the District Attorney, Sheriff, County Fire, and County Counsel.
The PositionUnder administrative direction, the Code Compliance Manager directs, supervises, and coordinates the activities and operations of the Code Compliance Division within the Planning, Building, and Environmental Services Department. This position provides expertise and leadership of code compliance in both residential and commercial structures, and other land use codes and policies. The Code Compliance Division supports Department and County missions by ensuring that landowners and residents follow regulatory and environmental safety and land use requirements.
A division manager is responsible for the management of a division that may include multiple work groups of significant depth and complexity. Responsibilities include overall management and administration of a division, including development of a division’s objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve those objectives. A division manager is also responsible for the development, administration, and control of associated budgets. This classification is designated as an “at will” classification.

Scheduled salary increases and Winter Time Off (WTO):
- 3.5% COLA increase effective 7/01/25

POSITION REQUIREMENTS Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Six years of progressively responsible full-time experience in managing code enforcement, investigations, and/or inspections, including four years of administrative and supervisory responsibility.
Education: A Bachelor's degree from an accredited college or university with major course in public administration, law enforcement, planning, business administration, or a related field. A master’s degree and experience in project management, or law enforcement is highly desirable.
License or Certificate*: Possession of a valid driver's license.
*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
