Full-time position available with the Water Department, Finance Division located at 4800 E. 63rd St.
Salary Range: $7,268-$10,902/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
- Coordinates the development, implementation, and monitoring of the water utility's budget, ensuring alignment with the organization's financial goals, operational needs, and strategic initiatives.
- Leads the preparation and management of the annual operating and capital budgets for the water utility.
- Collaborates with department heads to collect and analyze budget requests, ensuring alignment with organizational priorities.
- Reviews and evaluates budget proposals, making recommendations for adjustments based on operational needs, financial constraints, and long-term sustainability.
- Monitors budget performance throughout the fiscal year, providing monthly and quarterly updates to senior management and other stakeholders.
- Analyzes financial data to identify trends, variances, and areas for cost control or optimization, and provide recommendations for corrective actions.
- Develops and implements budget-related policies, procedures, and systems to ensure effective management and transparency.
- Provides technical assistance to division managers on budget-related issues, helping to interpret financial data and make informed decisions.
- Ensures compliance with budgetary regulations, financial policies, and best practices in budget development and oversight.
- Prepares financial reports and presentations for senior leadership, the governing board, and external stakeholders.
- Assists in the preparation of long-term financial projections and strategic financial planning.
- Coordinates with external auditors and regulatory agencies as needed.
Qualifications
REQUIRES an accredited Bachelor's degree in accounting, finance, business administration, or a related subject area; and 5 (OR an accredited Master's degree in the mentioned fields and 4) years professional experience of a progressively responsible nature in corporate or municipal finance including but not limited to accounting, banking, billing and collections, debt and investment portfolio management, financial reporting, development review, and projecting and monitoring tax and fee activities, including 2 years' experience managing financial projects and/or programs.
Preference given for an accredited Master's degree in Finance, Accounting, Business Administration or a related field and a minimum of 5 years in budget management, financial analysis or related experience, preferably in a utility or public sector environment; strong knowledge of budgeting processes, financial reporting and financial analysis techniques; proficiency in budget management software, ERP systems, and Microsoft Excel; excellent analytical, communication, and organizational skills and ability to work effectively with cross-functional teams and external stakeholders; and experience with water utility operations and regulatory frameworks. If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
