    Job Description

    As a member of the Utilities/Code Enforcement Program, the Wage Agency Instructor, under direction, will assist in various functions to include design, development, setup, execution, evaluation, and after-action reporting of full-scale, functional, and table top exercises, simulations and custom training courses. This position will be responsible for following approved curriculum course outlines. This position will also be responsible for utilizing knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. This position may perform online and/or classroom instruction, and/or provide technical assistance in one or more of specialty area disciplines. This position will also be responsible for using a variety of media to present course material and will assist in creating new and/or updating curriculum content, when necessary, to meet learner needs.

    This position reports to the Agency Training Manager.

    Required Qualifications:
    • High School Diploma or GED
    • Four years of related experience in Code Enforcement in the State of Texas
    • One year of delivering adult education and/or training


    Required Licenses/Certifications:
    • Valid Driver's License
    • Active Code Enforcement Officer certification through Texas Department of Licensing and Registration (TDLR)


    Preferred Qualifications
    • Bachelor's Degree from an accredited college or university or equivalent work experience.
    • Five or more years or more experience in the field of Code Enforcement
    • Two years of experience as an Instructor in Code Enforcement courses


    Physical Requirements:
    • Ability to support training delivery for up to 8-10 hours/day (standing)
    • Ability to communicate orally and in writing
    • Ability to regularly use computer/keyboard
    • Physical conditioning consistent with movement of self, materials, equipment, setting up a classroom, movement of training equipment and instructional materials and performing demonstrations while elevated up to 50 lbs.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines


    Knowledge, Skills, and Abilities:
    • Advanced working knowledge in Code Enforcement field
    • Working knowledge of Regulatory and Compulsory rules related to Code Enforcement
    • Working knowledge of principles and methods for teaching and instructing individuals and groups
    • Proficient with basic office software (Microsoft Office) and instructional programs
    • Working knowledge of media production, communication, and dissemination techniques and methods to include alternative ways to inform and entertain via written, oral, and visual media
    • Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
    • Strong interpersonal and organizational skills
    • Excellent presentation skills
    • Ability to effectively communicate both orally and in writing
    • Ability to interact positively and professionally with clients and staff
    • Ability to inform and entertain via written, oral, and visual media
    • Ability to work without direct supervision and able to use good judgment

    Notifications:
    • This position is security-sensitive .
    • This position may require up to 50% or more travel.
    • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
    • This position may require work beyond normal office hours and/or work on weekends.
    • This position allows telecommuting per TEEX guidelines.
    • This position may direct the work of others.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures .
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.


    Essential Duties, Tasks, and Percentages:

    Training Support and Delivery - 85%:
    • Instructs cell tower, rope access, elevated rescue, technical and safety courses as directed
    • Travels to remote locations and provide classroom instruction or technical assistance across the state and beyond as assigned by program supervisor
    • Assists with training and evaluation course instruction and/or provide simulation technical assistance
    • Prepares training/exercise and simulation materials, training aids, and/or equipment prior to course and exercise deliveries
    • Ensures classrooms/exercise locations are ready for participants
    • Ensures concerned parties, points of contacts, host organization, agencies, are contacted and notified of schedules, locations, and times
    • Ensures participants have achieved terminal objectives of the course
    • Ensures training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for upon completion of the course
    • Completes timely reports and other related documentation are completed and secured following course and exercise deliveries
    • Maintains subject matter expertise in elevated work industry as applied to climbing towers, utilizing ropes for elevated work, and installing equipment.
    • Assists with the design, development, setup, execution, evaluation, and after-action reporting of full-scale, functional, and table top exercises, simulations and custom training courses
    • Assists in preparing and developing exercise documents, materials, project aids, and equipment prior to exercise delivery
    • Collects exercise and training documentation, forms, and attendance rosters and other sensitive materials, as appropriate, and submits to the Training Manager, Administrative Assistant, or Customer Care representative as instructed in a timely manner
    • Ensures class documentation is completed in an accurate and timely manner in accordance with Division Guidance, Agency and Contractual requirements
    • Ensures that each course is fully coordinated with the receiving jurisdiction; to include, preparing and shipping all required course materials, coordinating teaching assignments with full-time and adjunct instructors
    • Prepares class records, After Action Reports, and ensures that they are submitted in a timely fashion at the conclusion of the training


    Assists in the development and/or revision of the various electric power program courses as required- 10%:
    • Researches, develops, and writes new instructional material in support of the program and/or updates materials in support of other related courses
    • Assists with the research and development of lesson plans, outlines, training aids, manuals, and scenarios for practical application
    • Creates and/or updates PowerPoint presentations and /or other graphic training aids
    • Ensures that new instructional materials are reviewed as they become available to determine relevance with current courses
    • Serves as a team member in monitoring changes in national trends that could impact current and future courses delivered by the program
    • Actively participates in team meetings and events


    Administrative/Fiscal Responsibility - 5%:
    • Manages the maintenance of fiscal, administrative, and academic records
    • Submits administrative paperwork to include timesheets and travel expenses/receipts within the required time frame per agency and division policy
    • Tracks and provides estimates of time and effort for technical assistance projects to ensure budget targets are met


    Other Duties:
    • Completes agency required training within the requested due dates
    • Follows all dress codes associated with work activity (i.e., travel, workshop, in office, etc.)
    • Maintains and safeguards assigned divisional equipment and property
    • Maintains a clean and orderly workspace
    • Performs additional work duties as assigned
    • As part of the TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/ HQ Department Head
