    SENIOR NEIGHBORHOOD PRESERVATION SPECIALIST - CODE ENFORCEMENT

    Regular, Full-Time Employment Opportunity

    The City of Sunnyvale is seeking applications for Senior Neighborhood Preservation Specialist (Code Enforcement). This person would work in a dynamic, creative, and fast-paced environment where problem-solving and effective communication skills are a must. The ideal candidate enjoys working with the public, takes pride in doing high-quality work, and provides effective and thoughtful support to the team. This position is part of a four-person code enforcement team that proactively and re-actively enforces violations of the municipal code at single-family, multi-family, and business properties. Enforcement is done through education, relationship building, resources, and when necessary, progressive enforcement.

    For the Senior Neighborhood Preservation Specialist, the City of Sunnyvale:

    Under general direction of the Neighborhood Preservation Manager, plans, directs and supervises inspection and enforcement functions pertaining to compliance with the Sunnyvale Municipal Code, ordinances, and resolutions in such areas as community nuisances, building construction, planning, zoning, land use, housing, business licenses, graffiti, signs, and related areas; performs a variety of technical tasks relative to assigned area of responsibility; and performs related work as required.

    DISTINGUISHING CHARACTERISTICS

    The position of Senior Neighborhood Preservation Specialist is a supervisory classification. The classification of Senior Neighborhood Preservation Specialist is distinguished from the higher-level Neighborhood Preservation Manager in that the Neighborhood Preservation Manager has overall responsibility for the unit.

    Essential Job Functions

    (May include, but are not limited to, the following):
    • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the performance of code enforcement activities; implements policies and procedures.
    • Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the investigation of complaints and preparation of notices, letters and administrative citations to residents, property owners and business owners to gain voluntary compliance.
    • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.
    • Participates in budget monitoring and controls expenditures.
    • Participates in the selection of staff; provides or coordinates staff training; conducts performance evaluations, works with employees to correct deficiencies; and implements discipline procedures.
    • Meets and works closely with homeowners, property owners, tenants, businesses and community groups to enhance and preserve the quality of neighborhoods through public relations, education, community building, and code enforcement activities.
    • Interprets ordinances, policies and procedures, and code enforcement concepts.
    • Coordinates enforcement actions with other departments and jurisdictions.
    • Coordinates cross-functional teams focused on improving the physical appearance of neighborhoods and solving code enforcement issues.
    • Prepares case information and presents evidence at appeal hearings and other administrative and legal proceedings.
    • Documents complaints, inspections, actions, administrative remedies, and compliance.
    • Conducts outreach, education and clean-up events in support ofneighborhood improvementefforts.
    • Reviews andenforces conditions of approval on permits.

    WORKING CONDITIONS

    Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. The position also requires near and far vision when performing tasks such as field inspections, in reading written reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry and push equipment, tools and supplies up to 10 pounds is also required. Additionally, when performing field inspections, the incumbent may be exposed to biohazards and work in a variety of working conditions, including mechanical and electrical hazards, loud noise, and inclement weather conditions, such as wet, heat and cold. The nature of the work also requires the incumbent to climb ladders and steep slopes, and walk around construction worksites. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

    Minimum Qualifications

    Education and Experience:

    The minimum qualifications for education and experience can be met in the following way:

    An Associate's Degree or 60 semester units or 90 quarter units from an accredited college or university with coursework in business administration, public administration or a related field; AND

    Three years of experience similar to a Neighborhood Preservation Specialist with the City of Sunnyvale.

    Knowledge of:

    • Municipal code, building code and property maintenance code enforcement methods and procedures.
    • Principles and practices of supervision, training and performance evaluation.
    • Principles and practices of budget monitoring.
    • Land use concepts and zoning principles.
    • Current trends and developments in code enforcement.
    • Codes and methods of enforcement to determine corrective action.
    • Effective public and community relations techniques.
    • Techniques of negotiation and conflict resolution.
    • Research methods and techniques.
    • Office methods, procedures, software and equipment.

    Ability to:
    • Organize, implement and direct neighborhood improvement and enforcement activities.
    • Perform mathematical calculations.
    • Maintain computerized data systems.
    • Make effective public presentations.
    • Interpret and explain pertinent City and department policies and procedures.
    • Gather and analyze data for preparing accurate and concise written and statistical reports.
    • Apply analytical skills and understand impact and consequences of decisions and actions.
    • Assist in the development and monitoring of the program budget.
    • Develop and recommend policies and procedures related to assigned operations.
    • Operate a computer using word processing and business software and other office equipment.
    • Communicate effectively, both orally and in writing.
    • Enforce state and local codes in locations or situations which could be deemed offensive to the public.
    • Effectively deal with people who are belligerent and uncooperative.
    • Establish, maintain and promote positive and effective working relationships with employees, other agencies, and the public.
    • Demonstrate initiative and exercise good judgment in the performance of duties.
    • Work independently and as a team member; recognize and set priorities and meet deadlines.
    • Observe safety principles and work in a safe manner.

    Willingness to:
    • Occasionally perform duties for periods longer than the normal eight-hour work day or more than five days per week, and on nights, weekends, or holidays.
    • Travel to remote sites within the City to conduct inspections.
    • Finalists must pass a comprehensive background investigation and an alcohol/drug screening.

    Licenses/Certificates:

    Possession and continued maintenance of a valid class C California driver's license and a safe driving record.

    DESIRABLE QUALIFICATIONS
    • Designation of CertifiedCode Enforcement Officer by the California Association of Code Enforcement Officers (CACEO).
    • A Bachelor's degree in a related field.

    EXAM PROCESS

    Applications will be competitively screened based on the minimum qualifications of this position. Based upon a review of the application materials, the most qualified candidates will be invited to participate in the examination process, which may consist of an oral examination scheduled for Thursday, April 24, 2025. (Note: The examination process may be changed as deemed necessary by the Director of Human Resources).

    SELECTION PROCESS

    Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Any candidate selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a comprehensive background investigation, as well as medical exam(s) administered by a City-selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.

    A valid California Class C driver's license and a safe driving record is required for this position at the time of appointment. Should you move forward to be hired for this position, you will be required to turn in a current copy of your DMV driving record.
