Current vacancy is with the Tulare County Human Resources & Development Department located in Visalia, CA. The anticipated life of the list is six months. Typical DutiesReceive, investigate and resolve sensitive issues and complaints of alleged discrimination or harassment, hostile work environment, or other County policy violations; prepare reports of investigation findings and recommendations, and present to management; receive, review, coordinate and monitor the processing of grievances; make recommendations for resolution; assist in the preparation of the County’s response; prepare materials for hearings and may represent County in hearings; conduct surveys and gather information related to collective bargaining; participate in developing the County’s position on matters within the scope of bargaining; and may serve as a member of the negotiating team; assist with communications and development of collaborative relations with a variety of employee organizations, public agencies, and community groups; develop articles and information for employee/employer communications including website and social media communications; advises supervisory and management staff regarding interpretation and application of Memoranda of Understanding, Meet and Confer obligations and Employee Relations Policy; advises supervisors and managers on disciplinary matters; recommends strategy for handling discipline cases, reviews proposed actions for consistency; train supervisory and management staff regarding County employee relations policies, Harassment/Discrimination Policy, Workplace Violence, and other policies related to the County workforce; analyze and evaluate employee organization requests and proposals for meet and confer negotiation sessions and related meetings and discussions; prepare reports and statistical summaries; may make presentations on proposed agreements for Board or management approval; may supervise professional and technical staff in conducting studies, research and preparing proposals on a project basis.
Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to graduation from an accredited college or university with major coursework in public personnel or business administration, organizational development, human resources, investigations/law enforcement, or labor relations.
Experience: Level I: Requires Four (4) years of progressively responsible experience in investigation of complaints or legal/criminal matters, labor or employee relations, or human resources administration.
Level II: Requires five (5) years of progressively responsible experience in investigations of complaints or legal/criminal matters, labor relations, employee relations, or human resources administration.
Knowledge of : Investigative procedures and techniques applicable to discrimination/harassment complaints or violations of other policies; labor and employee relations functions; Federal and State Employment Opportunity and Affirmative Action guidelines, laws, regulations and reporting requirements; meet and confer procedures and the employer's legal obligations; functions of the collective bargaining process; basic principles and practices of public administration or organizational development; administrative procedures and practices for processing grievances, disciplines; research methods and techniques, statistical analysis, sources of available information and accessing resources using online/technological methods.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read and interpret professional journals, laws, regulations, and other complex material; interpret and apply labor laws and provisions of Memoranda of Understanding; counsel employees and management regarding various complaints in the workplace; communicate verbally and effectively with employees, individuals and groups of various socioeconomic, cultural, and educational backgrounds including co-workers, departmental officials, complainants, and employee organizations; demonstrate sensitivity to a wide variety of issues and concerns raise by individuals with disabilities and from different protected groups; identify problems, establish and evaluate facts; conduct interviews and investigations, make findings and recommendations to obtain equitable solutions; write and prepare clear, concise reports, letters, memos and other written communication; analyze and evaluate data pertaining to salary, benefits and working conditions and make appropriate recommendations; develop, support and communicate the County's position to employee organizations during meet and confer sessions or in other communications; organize work and establish priorities; prepare and make effective verbal presentations; give and follow verbal and written instructions.
Additional Information Conditions of Employment: - Possession of, or ability to obtain, an appropriate, valid California driver's license.

. Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company
. Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation : A voluntary deferred compensation plan is available.
