Job Summary Leads, manages, and implements technology-related initiatives to improve City of Bryan operations, productivity, and competitiveness. Fosters a culture of creativity and continuous technological improvements to help ensure the City stays ahead of industry trends.
Essential Job Functions - Works closely with City leadership to develop, oversee, and execute innovative technology projects, processes, and initiatives that contribute to the City’s success.
- Manages, directs, and evaluates Project Managers and Business Analysts assisting with the implementation of IT projects/initiatives.
- Performs managerial responsibilities including but not limited to making employment decisions regarding hiring/termination; planning, coordinating and managing the execution of projects/ work assignments; assisting with staff development and training; addressing employee concerns; and handling performance related issues.
- Develops and promotes a culture of technological innovation within the organization through training, events, and programs.
- Identifies opportunities for improvement across technology, personnel, business operations, and collaboration processes.
- Researches industry trends and innovations to ensure the organization stays at the forefront of new technology developments.
- Collaborates with stakeholders, senior management, and department heads to identify innovation opportunities and ensure alignment with business goals.
- Develops a comprehensive understanding of customer/department processes and workflows, to better manage the selection and implementation of technology solutions based on customer needs.
- Manages and assesses long-term innovative technology strategies and reports on progress, challenges, and outcomes.
- Facilitates the development of creative thinking and problem-solving skills across teams to integrate various technological innovations in to daily workflows.
- Upon department request, assists with providing information and training on the latest technologies within related areas of need and/or interest.
- Remains current on industry standards and principles through regular review and study of technical material via online classes and training site subscriptions.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications - Bachelor’s Degree in Computer Science, Business, Public Administration, Information Systems, Project Management, or a similar field of study plus at least 4 years of management / strategy related experience OR a Master’s Degree plus at least 2 years of experience as listed above; or an equivalent combination of related education, experience, certification, and training may also be considered.
- Must possess previous leadership, supervisory, or management experience in a computer related field.
Licenses, Certifications & Special Requirements Licenses - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Special Requirements - Must be able to access Texas Criminal Justice Information Services ( CJIS ) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
- Certifications
- Project Management Professional ( PMP ) or CompTIA Project+ certifications preferred.
Certification Pay Program - The City of Bryan IT Department provides a Certification Pay Program ( CPP ). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services.
- Receive up to $450/month in certification pay for qualifying certificates. (Ex: Network+, Security+, Tableau Desktop Specialist, etc.)
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
