Education and Experience : Bachelor’s Degree or higher in Occupational Safety and Health, Business, or Public Administration, Risk Management, social or behavioral sciences or a related field, and six (6) years of professional experience in administering safety or risk reduction programs, industrial safety, or closely related experience, including two (2) years in a lead or supervisory capacity.
Licenses and Certificates : Valid Texas Class “C” Driver’s License or equivalent issued by another state required by the date of appointment.
General Purpose
Under general direction, manage, plan, develop, and implement safety and Texas Commission on Environmental Quality (TCEQ) compliance programs for El Paso Water (EPWater) that reduce or eliminate workplace accidents, injuries, and financial losses.
Typical Duties
Manage, administer, monitor, and direct El Paso Water’s (EP Water) safety programs and compliance. Involves: Develop safety policies, procedures, and directives. Develop and implement safety and loss control protocols to prevent injuries, occupational illness, vehicular collisions, and damage to equipment and materials. Provide safety education and training. Function as subject matter expert (SME) on occupational safety programs. Respond to notifications of emergencies involving employee injuries, property damage, and safety violations. Periodically audit and monitor work activities to ensure compliance with established policies and procedures. Plan safety audits and facility inspections to detect existing or potential health hazards. Propose changes and improvements to non-safety standards and procedures as required. Serve as an expert resource for management on safety processes, policies, and regulations. Develop and recommend changes to internal controls to ensure compliance with industry safety practices and Texas Commission on Environmental Quality (TCEQ) compliance.
Develop and implement safety initiatives and training to promote, establish, and maintain a strong safety culture within El Paso Water. Involves: Provide safety training to support and meet the requirements of El Paso Water’s safety programs. Implement formal and informal safety training programs specific to the needs of EP Water divisions. Provide training materials, presentations, and notifications to employees regarding safety programs. Research, design, and implement training programs to comply with applicable state and federally mandated updates and/or best practices to promote safety awareness such as hazardous materials handling, storage and disposal, vehicle and equipment operation, lifting and carrying procedures, and defensive driving training. Maintain an electronic library of safety training materials utilizing El Paso Water’s learning management system.
Conduct safety training needs analysis for each role and operation within EP Water. Involves: Conduct proactive safety management to identify and mitigate potential hazards before they become incidents. Develop corrective action and follow-up mechanisms and ensure communication of relevant information to management and all employees. Work with leadership to identify ways in which the work of El Paso Water can safely proceed after a hazard has been identified. Oversee the Accident Review Committee (ARC). Conduct or supervise inspections for utility and accident investigations; ensure correction of deficiencies; conduct root causes analyses to identify trends and high-impact mitigations to improve overall safety performance. Determine the root cause of each accident or near-miss accident. Provide expertise for investigations of safety concerns and incidents.
Establish, define, and implement short and long-range goals and objectives for safety programs. Involves: Collaborate with departmental safety technicians to create and implement departmental safety plans. Manage and administer driver safety programs to ensure that all employees driving city vehicles are properly licensed and receive driving safety training. Prepare analytical and statistical reports on operations and activities. Develop and submit reports that show safety group activity and leading and lagging indicators of safety performance. Submit budget recommendations and monitor expenditures. Stay abreast of new trends and innovations in the field of occupational safety and/or DOT/CDL programs.
Supervise assigned staff. Involves: Schedule assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
