    Requirements

    MOS Codes: 11U1S (Air Force)

    Education and Experience : Bachelor’s Degree or higher in Business, Public or Aviation Administration or a related field and five (5) years of professional or managerial airport operations and administration experience at a Federal Aviation Administration (FAA) certificated civilian or comparable airport including two (2) years in a lead or supervisory capacity.

    Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment. Federal Aviation Administration (FAA) Part 107 Remote Pilot Certificate preferred.

    General Purpose

    Under direction, is responsible for overseeing the development, planning, and implementation of policies, procedures, and management of small Unmanned Aerial Systems (sUAS) flight operations within the City of El Paso.

    Typical Duties

    Develop, implement, and manage the sUAS flight program. Involves: Establishing goals, setting performance metrics, and ensuring alignment with organizational objectives. Make fly or no-fly decisions according to procedures, observation, and experience. Ensure all sUAS operations adhere to Federal Aviation Administration (FAA) regulations and relevant laws. Develop and enforce safety protocols and procedures to minimize risks and ensure safe flight operations. Submit and obtain all required FAA waivers to fit the missions for all departments. Interface directly with Air Traffic Control (ATC) when necessary. Ensures compliance with regulatory requirements, optimizes flight program performance, and leads a team to achieve organizational objectives. Collaborate closely with other City departments and stakeholders to integrate sUAS technology into various projects and initiatives.

    Lead, train, and manage a team of sUAS pilots, visual and electronic observers, sensor operators, and support staff. Involves: Provide guidance, training, and flight evaluations to staff including flight readiness and safety reviews. Oversee day-to-day sUAS flight operations, including mission planning, flight execution, data collection, and post-flight analysis. Ensure efficient use of resources and effective coordination among team members. Stay current with advancements in sUAS technology, equipment, and best practices. Evaluate and recommend new technologies or equipment to enhance program capabilities.

    Develop and manage the program budget. Involves: Forecasting expenses, controlling costs, and ensuring the optimal use of resources. Communicate program status, achievements, and challenges to senior management and other relevant parties. Identify potential risks and develop mitigation strategies to address challenges associated with program operations.

    Supervise and coordinate the work of assigned personnel. Involves: Assign, schedule, and monitor work. Appraise employee performance and review subordinate supervisors’ appraisals. Provide for training and development. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants and recommend hiring, discipline, termination, or other employee status changes subject to management approval. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
