    The City of El Paso is recruiting for the position of Streets and Maintenance Director!

    We are seeking a strategic and collaborative candidate with a Bachelor’s Degree, or higher, in Engineering, Transportation Management, Business, Public Administration, or related field; and eight (8) years of managerial experience in street construction and maintenance or administration of transportation/public works projects or financial and operations management or fleet or facilities maintenance management experience including six (6) years supervisory or managerial experience or a combination of the aforementioned experience. A v alid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

    General Purpose

    Under general direction, manage, direct, and coordinate the acquisition and maintenance of automotive, off-road vehicles, and non-stationary motorized equipment fleets for the City, the construction, maintenance, and repair of streets, unpaved rights-of-way, bike lanes, traffic signals, signs and markings, lighting, and parkway landscaping to improve the quality of the street infrastructure for all users. Advance an aggressive and comprehensive infrastructure maintenance program on street rights-of-way and develop a comprehensive preventive maintenance plan for citywide facilities.

    Typical Duties

    Manage planning, development, coordination, specification, contracting, and monitoring of all maintenance, repair, and improvements to the streets, roads, and rights-of-way for the city. Involves: Oversee enhancement of public right-of-ways, medians, alleyways, and pedestrian elements to ensure safe driving surfaces, protect the physical condition of the infrastructure, and improve the right of way. Proactive maintenance of street infrastructure. Align street resurfacing in conjunction with utilities to prevent unnecessary pavement cuts into new streets, and review and provide recommendations on the Public Service Board's proposed five-year plan. Direct traffic engineering functions, construction of traffic signal installations, and design of street signs, markings, and roadway lighting to ensure compliance with applicable federal, state, and local regulations. Timely turnaround of completion on street maintenance service requests. Contact and coordinate with contractors, utility companies, and state and federal agencies regarding traffic controls, routes, and detours for current or proposed construction projects. Coordinate projects with other city departments to ensure continuity of services with minimal disruption or overlap of projects. Direct City compliance with state air particulate regulations. Monitor and inspect street cleaning. Coordinate projects in conjunction with the Army Corps of Engineers, Texas Department of Transportation, Public Service Board, Transportation Policy Board, and Burlington Northern Union Pacific Railroad. Coordinate city projects with other governmental entities to maximize the use of funding sources. Develop and implement policies and procedures to improve customer service, work processes, and turnaround times. Assist other city departments in construction or demolition projects requiring the use of heavy equipment or specially trained staff.

    Manage the daily operations of fleet maintenance, repair, and refueling. Involves: Provide fleet inspection, repair, service, preventative maintenance, fueling, disposal of toxic materials, and storage of equipment that meets or exceeds compliance with applicable federal, state, and city rules, regulations, codes, and ordinances related to occupational health and safety, environmental protection, transportation, and vehicular maintenance. Conduct timely responses to requests for service, temporary replacement, or increase of use for vehicles and equipment. Investigate and resolve complaints. Oversee Environmental Protection Agency (EPA) compliance with the disposal of hazardous or toxic materials and supplies.

    Oversee citywide facility maintenance services. Involves: Develop the five-year plan and implement proposed repairs, maintenance, and maintenance services to facilities and facility systems. Align the five-year plan with council council-approved facilities budget. Approve the development of maintenance schedules for repair, maintenance, and renovation of buildings, structures, and related components. Determine prioritization of facilities-related projects. Develop a comprehensive method to collect data for all proposed maintenance to align the preventive maintenance schedule with the allocated annual budget. Confer with staff, contractors, and other agencies regarding the availability of supplies, equipment, staffing, and related resources. Monitor operations coordination with client departments and develop citywide key performance indicators to monitor client satisfaction. Authorize and approve specifications for contracted janitorial, and other temporary services. Approve expenditures and requisitions for tools, equipment supplies, and outside temporary services. Respond to concerns or complaints relating to the timeliness or quality of services.

    Oversee division administrative support and development. Involves: Develop strategic long and short-range plans, goals, and objectives in conjunction with other department plans and directives. Implement neighborhood traffic calming features to promote safer neighborhoods and coordinate projects that integrate transportation and land use planning for community enhancement, transportation efficiencies, and multi-modal connectivity. Develop street cross-sections following the city-adopted "ITE Recommended Practice on Designing Walkable Urban Thoroughfare: A Context Sensitive Approach". Develop and adopt access management guidelines for arterial roadways. Prepare, develop, and monitor the annual department budget based on the review, projected needs, and priorities. Review and prepare management-level reports on projects, ongoing maintenance and repair, equipment maintenance, repair and replacement, and attainment and/or progress on established goals. Develop a database to collect to effectively demonstrate good use of resource alignment. Prepare technical research, analysis, and reports related to recommendations for high-priority projects that might impact public safety. Reassess priorities and goals as needed. Review department needs and establish capital improvement requests and projections to meet annual needs for personnel, repair and replacement parts, tools, equipment and materials, computer hardware and software, and fleet vehicles and equipment. Oversee operation and updating of required department record keeping such as payroll, employee files, purchase requisitions, and other transactions.

    Supervise assigned personnel. Involves: Schedule, assign, guide, and check work. Review operational and procedural activities. Prioritize and coordinate divisional activities. Appraise employee performance and review evaluations by subordinates. Provide staff training and development. Enforce rules, regulations, and work standards. Counsel, motivate, and maintain harmony. As appointing authority, interview applicants and hire, terminate, and approve transfers, disciplinary actions, or other employee status changes.

    The salary, based on the successful candidate’s qualifications and experience, will range from $150,000 to $165,000 plus outstanding benefits.
